Restorative justice and access to justice
Restorative justice and access to justice: critical reflections of the global North-South divide Within the global North-South divide, there is little reason to assume that any interventions, development programmes or economic reforms can ever fully resolve the underlying causes of many victimological harms that affect the periphery or so-called ‘developing’ countries or regions of the world unless and until they lead to greater freedom, equality…
The Distinct Role of Peers and Supervisors in Shaping Officers’ Just and Unjust Interactions with Citizens
This study steps outside the dominant supervisor-centric approach to organizational justice to examine the impact of peer officers on both procedural justice and injustice in officer–citizen interactions. Recent scandals over the failure of officers to not intercede or object to a colleague’s misconduct has led to a growing policy and research interest in peer influence, training, and intervention programs. A structural equation modeling analysis…
Police–disabled citizen interactions
The frequent contacts between police and people with disabilities has only recently led to research on developing law enforcement knowledge and skills in improving those interactions. While past studies have focused primarily on knowledge retention by disability-awareness training participants, we examine how training as well as personal and on-duty experiences contribute to police officer self-confidence in approaching a disabled person when dis…
Examining a third level of police organizational climate
The generalizability of public judgments of procedural justice across police interaction and demographic variables
Shades of blue
This paper examines the factors affecting police officer willingness to adhere to a code of silence among the police in Croatia and Serbia. The paper explores the factors predicting police codes of silence in two countries formed after the dissolution of the former Yugoslavia in the early 1990s that pursued separate development paths. A police integrity questionnaire recorded the views of 1,007 police officers in Croatia and 1,843 police officers…
Dominance analysis of police legitimacy’s regressors
This article examines the relative influence of procedural justice, effectiveness, and corruption in shaping police legitimacy across 26 European countries. The emerging statistical technique of dominance analysis overcomes multicollinearity issues, common in legitimacy models, and ranks by salience a dozen individual-level and country-level antecedents of police legitimacy. Most notably, the two indicators of corruption and a classic measure of …
Bayley’s six critical elements of democratic policing
David Bayley’s pioneering book “Changing the Guard: Developing Democratic Police Abroad” provided scholars and practitioners across the globe with strategies found most effective in supporting police reform in developing countries. This article re-examines Bayley’s six critical elements of developing democratic policing through the lens of the reform processes in Georgia, Ukraine, and Armenia. This cross-case comparison demonstrated that contempo…
Reconceptualising hate crime in a restorative framework
The role of organisational justice and community policing values in the model of external procedural justice in Croatia
This study tests the link between internal procedural justice (fair treatment of police officers by supervisors) and external procedural justice (fair treatment of citizens by police officers), proposed by Van Craen and previously tested only in a few Western democracies and Asian countries. This paper relies on a survey of police officers from Croatia, an East-European country in transition, and expands the model by incorporating the potential e…
The Wreck of the Warship N orthumberland on the G oodwin S ands, England, 1703
The Northumberland, a third-rate man-of-war was lost with all hands during the Great Storm of 26–27 November 1703 on the Goodwin Sands—famously known as ‘the ship swallower’. It was rediscovered in 1980 by local divers following the location of a sister ship, the Stirling Castle. Since, the primary concern has been to record exposed structural remains, ordnance and artefacts, and interpret the wreck formation of the site. This paper describes the…
Die verband tussen swart straatkinders se biologiese en emosionele behoeftes en die tipe misdaad wat deur hulle gepleeg word / The relationship between black street children's biological and emotional…
Despite increasing interest in the street child phenomenon a dearth of knowledge exists about these children. An aspect which has been especially neglected by researchers is the possible relationship that may exist between the street child's biological and emotional needs and the crimes they tend to commit. The aim of this study was to establish whether the crimes committed by street children serve to gratify certain needs. Twenty male street chi…
