A Comparative Exploration of Perceived Community and Police Adherence to Covid-19 Regulations
Based on an early 2020s survey of 3,500 police officers from nine countries, this paper explores perceived community and police adherence to the COVID-19 regulations. We propose that both public and police perceived adherence with the COVID-19 rules are related not only to individual-level factors (e.g., gender, concern for own health) but also to country-level factors (e.g., quality of governance, protection of citizens’ rights). Our findings re…
Enforcing the unenforceable
During the COVID-19 pandemic, governments relied on the police to enforce COVID-19 rules. However, little is known about police enforcement of these norms and use of discretion in this process. The current study draws on a sample of 3,866 police officers from 10 countries across the globe and examines officers’ use of discretion when encountering violations of COVID-19 rules. We assess the relative significance of factors such as the perceptions …

Students’ Attitude towards Reading Assignments and Reading
Reading is a significant and mass phenomenon, but the scientific research of various aspects of reading culture, such as the attitude of students towards required reading assignments, is scarce. Research on assigned reading in Croatia is mainly requested by media outlets for the purpose of publishing sensational titles. The results provided to media outlets by research agencies are of questionable scientific and methodological validity. The aim o…

Inside and outside views of the Croatian police
This paper explores public views about police integrity and contrasts them with the police views about police integrity. It also compares citizen and police officer views about the police. A modified version of the police integrity survey, containing 14 hypothetical vignettes describing various forms of police misconduct, was distributed to both students and police officers in Croatia. The respondents in the study, 1,142 police officers from Croa…
Shades of blue
This paper examines the factors affecting police officer willingness to adhere to a code of silence among the police in Croatia and Serbia. The paper explores the factors predicting police codes of silence in two countries formed after the dissolution of the former Yugoslavia in the early 1990s that pursued separate development paths. A police integrity questionnaire recorded the views of 1,007 police officers in Croatia and 1,843 police officers…
Does the police code of silence vary with police assignment? An empirical exploration of the relation between the code and assignment
This paper contains an in-depth exploration of the relation between police code of silence and police assignment. A police integrity survey was used to measure the contours of the code among Croatian patrol officers, detectives, and community-policing officers. Samples of police officers evaluated fourteen hypothetical scenarios describing various forms of police misconduct. Whereas the type of assignment was a weak predictor of the respondents’ …
The role of organisational justice and community policing values in the model of external procedural justice in Croatia
This study tests the link between internal procedural justice (fair treatment of police officers by supervisors) and external procedural justice (fair treatment of citizens by police officers), proposed by Van Craen and previously tested only in a few Western democracies and Asian countries. This paper relies on a survey of police officers from Croatia, an East-European country in transition, and expands the model by incorporating the potential e…
Police Training and Education
The police educational system in Croatia consists of three fundamental components: basic education and training (schooling and retraining of new police officers); professional improvement, specialization, vocational training as the system of permanent lifelong education of police officers which starts with entering the police and ends with retirement; university and college degree. The organizational structure of the Croatian Police Academy refle…
