Cracking the code of the attractiveness of public service jobs
Purpose Since representative bureaucracy is a difficult goal to achieve, it is worth exploring how to attract different target groups within public organizations. The main purpose of this article is to examine whether work values mediate the relationship between demographic diversity (immigrants, visible minorities, gender) and the attractiveness of public service jobs. Design/methodology/approach Secondary data from a representative survey of 4,…
Public Organizational Culture’s Association With Quality of Working Life
Drawing on the Culture-Work-Health model, this research aims to determine public organizational culture profiles and assess the mediating role of HRM satisfaction in the relationship between public cultures and quality of working life (QWL). To achieve these objectives, a content analysis of the value statements of 26 public organizations in Quebec (Canada) was carried out, and an online survey of 784 public servants working in these organization…
Staying Motivated
All Canadians benefit from a high quality of public service delivery, which is directly related to the motivation of public servants. A top priority for governments is to attract and retain a public sector workforce that is motivated and enthusiastic to serve the public good. The Public Service Motivation (PSM) theory offers a framework for the analysis of motivations of public servants. Knowledge is lacking on how motivations of public servants …
Paradoxical Effects of Teleworking on Workers’ Well-Being in the Covid-19 Context
This study examines workers’ well-being during the first lockdown by comparing teleworkers to on-site workers across the private sector and public administrations. Using a sample of workers ( N = 471) collected online, we noted a positive association between telework and well-being. When sector is introduced, this relationship disappears, and public service workers display a higher level of well-being compared with health and social service worke…

In recent decades, the increased participation of women in the labour market and the rise in the number of landed immigrants in Canada have largely contributed to transforming the employment market. However, several studies have shown that women, immigrants, and members of visible minority groups continue to make up the most vulnerable segments of the job market. The issue we want to address in this article speaks particularly to outdated skills,…
