  • Evaluating Select Committees and Proposals for an Alternative Perspective

    Jaqi Nixon•ARTICLE•Policy & Politics•1986•Cited by: 2

A number of studies have attempted to evaluate the work of the reformed Parliamentary Select Committees, introduced in 1979. These studies have provided valuable profiles of Select Committee work but have focussed primarily on indicators of procedure and performance rather than on actual outcome or impact of Select Committee reports. Moreover, they have framed their analysis of effectiveness from within a centralist perspective of Select Committe…

In 1979 the House of Commons Select Committee system was reformed with a view to strengthening the powers of the Legislature over the Executive. It examines these networks in terms of their effect upon the implementation of equal opportunity policy for ethnic…

This article attempts to analyse why, to quote a recent report from the Home Affairs Committee of the British House of Commons, ‘in the vacuum caused by the Home Office's reluctance to be seen to be interfering, ethnic minority concerns go by default’. It first examines the reasons for placing responsibility for race relations policy with the Home Office and then goes on to detail events within the Home Office in the two years following the intro…

  • The Importance of Communication in the Implementation of Government Policy at Local Level

    Jaqi Nixon•ARTICLE•Policy & Politics•1980•Cited by: 4

This paper examines the nature of policy which government seeks to implement and then focusses on the ways in which central departments communicate a new policy to the local level. Having suggested a theoretical model of the implementation process, the paper goes on to discuss a part of this process within the context of the national policy on equal opportunity, derived mainly from the Race Relations Act of 1976. It draws on research which the au…
