Flexicurity in Bismarckian Countries? Old Age Protection for Non-standard Workers in Belgium
In the debate on 'flexicurity', relatively little attention has been paid to how responsive traditional areas of social security have been to increasing flexibility in the labour market. This article tries to fill this gap by focusing on the Belgian pension system. In particular, it asks to what extent pension regulation in the three pillars has been adapted to the proliferation of atypical forms of employment. It does so by examining whether the…
The Latin American pension reform experience
English This article examines the structural pension reforms that have been implemented recently in several Latin American countries. The defining feature of these reforms is the adoption of a privately managed, fully funded pension scheme as a complement or alternative to the public pay-as-you-go system. The article first discusses the relevance of the process of economic globalisation for this particular choice of reform model. It then describe…
The Method of Open Co-Ordination
Introduction
Since the mid-1990s, several steps have been taken towards an integration of social policy in the EU. Yet there is reluctance in many quarters to go further. This article introduces the special issue on integration of EU social policy and explores the case for more comprehensive `Europeanization'. We argue that the norms that underlie the European model provide the rationale for integration, and that the usual focus on the undoubted differences b…
Social Exclusion and European Policy
This work analyzes exclusion, a pressing social problem. It discusses what can be achieved by European countries working together and pooling experiences, showing that not only is social exclusion ill-defined, but that there are many differing concepts of social exclusion across Europe.
Priznajuci, međutim, i moguce negativne ucinke socijalne zastite, rad pokazuje kako socijalna zastita ispunjava sire funkcije i ciljeve, relevantne za drustvo. Zato socijalnu zastitu valja razumjeti kao produktivan cimbenik u drustvu. Raspravljajuci o nizu pokazatelja ko…
The resurgence of poverty and the struggle against exclusion
This article overviews the important ships that have taken place during recent decades in scientific thinking with respect to poverty and social exclusion, and social security in Europe. Starting from this it points to the basic aims, achievements and shortcomings of social security policies in the fight against social exclusion. As the lack of labour demand presents itself as the ultimate challenge for social security, the need for a European pe…
Social exclusion in Europe
Any attempt to locate social exclusion from a social policy point of view must use a European frame of reference. For the policy-making context, in which social exclusion has been put, the agenda was not the traditional national one that was dominant in the old discussions of poverty and social deprivation, but rather the European policy level. Moreover, the various programmes, networks and initiatives that were subsequently set up at the Europea…
The evolution of income poverty in the Netherlands
This contribution gives a description of the evolution of income poverty in The Netherlands during the late 1980s. The results show that 9.2% of the population lived below the legal poverty line in 1988 and 14.7% below the Subjective Poverty Line. Income poverty appeared to be strongly related to the socio‐economic group of the head of household and the main source of income in the household. Reflecting the increase in income inequality in The Ne…
A Multi-Method Approach To Monitor the Evolution of Poverty
In this article the authors present the results of research on the evolution of income poverty, insecurity of subsistence and relative deprivation. Using socio-economic panel data of the late 1980s in The Netherlands (1985- 88) they sketch the incidence and distribution of poverty applying a multi-method approach, in which income and consumption approaches of poverty are used as complements to each other. Their results show that income and consum…
