Peace and Prosperity for the Digital Age? The Colonial Political Economy of European AI Governance
We are Not short of alarming accounts of the global power asymmetries and detrimental environmental, social, and political effects fostered and amplified by the production, design, and use of artificial intelligence technologies (AITs). From “surveillance capitalism” [66] , via the “black box society” [50] , “automated inequality” [22] , “algorithms of oppression” [47] to “extractive politics” [17] ; from the “Californian ideology” [4] of “Big Te…
Handbook on the Governance and Politics of Migration
Beyond Welfare Chauvinism and Deservingness. Rationales of Belonging as a Conceptual Framework for the Politics and Governance of Migrants' Rights
This article argues that the politics and governance of migrants' rights needs to be reframed. In particular, the terms 'welfare chauvinism', and deservingness should be replaced. Using a qualitative transnational case study of policymakers in Poland and the UK, we develop an alternative approach. In fine-grained and small-scale interpretive analysis, we tease out four distinct 'rationales of belonging' that mark out the terms and practices of so…

Boundaries of European Social Citizenship: EU Citizens’ Transnational Social Security in Regulations, Discourses, and Experiences

Governance Analysis: Critical Enquiry at the Intersection of Politics, Policy and Society
This insightful book develops a new theoretical account of governance as regimes of governing practices that shape the political ordering of social relations. This account develops insights from sociology, politics and political economy and is 'post'-poststructuralist in scope. Chapters explore and synthesise three key features of governing that are often treated as contradictory: the historical contingency of statehood, the structured and unequa…
Re-interpreting knowledge, expertise and EU governance: The cases of social policy and security research policy
Detached, Hostile, Adaptable and Liberalising: The Chameleon Qualities of the UK 's Relationship with EU Social Policy
In this article, we review the EU 's significance for social policies in the UK . The EU has a limited legal role or institutional capacity to directly regulate the social policies of its member states. This role is even more limited in the case of non‐eurozone countries. There are a handful of EU policy measures which have had effects on social policy in the UK . However, these effects have not changed the institutional arrangements for making, …
With what implications? An assessment of EU migration governance between Union regulation and national diversity
The analysis of EU migration policy has been focused primarily on evaluating its relationship to EU law, or its application to individual member states. This article argues that neither focus can address the full implications and effects of EU migration governance. The Union’s migration and free movement policies set out to organise populations both within and beyond its formal borders. They are part of the broader governance of the European Unio…
Complex stratification: Understanding European Union governance of migrant rights
This article examines how the EU regulates the rights of migrants as a matter of regional-level governance, and with what implications. To expose the differential logics behind the governance of migrant statuses by the EU, we compare the regulation of 12 legal categories of migrants, across three dimensions of rights: civil, economic, and social. We find that while asylum seekers are unequivocally subject to the most conditional regulation of rig…
Mobility, migration and rights in the European Union: Critical reflections on policy and practice
This article assesses developments in European Union (EU) migration policy and practice and their implications for rights regulation in the Union, as revealed in this special issue and the wider literature. It identifies how rights are constituted in the complex and multivalent policy-making field of the EU. The article views rights as constituted in the process of migration governance. This governance analysis puts centre stage an assessment of …
Migration governance in the European Union: A theme and its variations
This article outlines the key features of migration governance in the European Union (EU) and the diversity of forms of governance among its member states shaping migrants’ rights and experiences, particularly, but not solely, in relation to the labour market. It explains how EU and member state policies work to jointly construct particular categories of migrant status and pathways for migrants’ ‘differential integration’ across Europe. The artic…
Migration and Welfare in the New Europe: Social Protection and the Challenges of Integration
Providing innovative insights, this book moves the debate on migration and integration policies in the enlarged European Union and its member states onto new terrain.
Migration and welfare in the new EuropeSocial protection and the challenges of integration: Social Protection and the Challenges of Integration
This book provides insights into one of the most controversial and important subjects of the twenty-first century: migration and social integration. Empirically, it offers comprehensive grounding in the relationships between migration, migration policies, and social protection/inclusion in the enlarged European Union and its member states. Theoretically, the collection moves the debate on migration and integration policies into new terrain. It ex…
Instituting the ‘third sector’ as a governable terrain: Partnership, procurement and performance in the UK
In this article we argue that governance of the ‘dispersed state’ is being extended into the quasi-private realm of voluntary and community organisations and their activities. Focusing on public service delivery, we distinguish the formal and operational dimensions of governance, and argue that the goal of partnership carves out a newly governable terrain – the third sector – which is to be organised through the operational governance mechanisms …
Governing the activation of older workers in the European Union: The construction of the “activated retiree”
Purpose This paper seeks to evaluate the EU's “active ageing” agenda as a governance strategy for the activation of older workers, and its impact on the regulation both of those who make, and those who are the objects of, policy. This case study is used to reflect more broadly on the implications of governance strategies for the regulation of social subjects in the European Union (EU). Design/methodology/approach The paper adopts a model of gover…

Concepts, context and discourse in a comparative case study
This paper examines the methodological issues encountered in a comparative case study, which investigated how discourses shaped and legitimated policy maintenance and policy change in Germany before and after unification. The research strategy involved discourse analysis of party political and parliamentary documents, integrating detailed textual and contextual analysis of the institutional framework within which discourses were articulated. The …
