  • The role of activity guides as cultural brokers

    Open Access•Torill Nyseth, Marit Aure•ARTICLE•SN Social Sciences•2026

Participation in sports may foster health and social benefits, alongside belonging and trust, which is thought to promote social integration. “Sports for all,” meaning that sports should be inclusive, democratic, and accessible to all, is a shared vision among public authorities and voluntary sports organizations in Norway (Skille 2011); however, generally, children from minority backgrounds participate less in sports than the rest of the populat…

  • The role of strategic planning in ensuring sustainable housing markets in a neo-liberal planning context

Open Access•Gro Sandkjær Hanssen, Torill Nyseth et al.•ARTICLE•European Planning Studies•2024

The article illuminates how local government uses strategic planning in a context characterized as neo-liberalist-oriented housing market, to frame the broad varieties of planning and policy-instruments they possess to reach the goal of more inclusive housing markets. In line with other studies showing how European cities take passive, active, reactive and protective roles in their housing policies, our study of four Norwegian front-runner cities…

  • Can institutional innovation change the city? Theoretical landmarks and research perspectives

    Open Access•Abdelillah Hamdouch, Torill Nyseth•ARTICLE•Cities•2023•Cited by: 1•References: 34

As an object of research in general, and in the spatial planning field in particular, ‘institutional innovation’ is a relatively recent focus of investigation, but more and more considered by scholars aiming at understanding how decision-makers in organizations and spatial planners in cities can adapt their approaches to cope with a world molded by uncertainties, societal challenges and structural mutations. Specifically, as highlighted in this i…

  • Diversity Policies as Tools to Increase Participation and Encounters

    Open Access•Torill Nyseth•ARTICLE•Nordic Journal of Migration…•2021

Informed by the concept of diversity, this article discusses the issue of municipalities’ facilitation of ethnic diversity and integration in two cities in northern Norway. Municipalities are in a position to accommodate ethnic diversity in more pragmatic ways than the nation-state through local policies. We explore diversity policies in three different areas: democratic participation, urban planning, and cultural policies. The study finds ambiva…

  • Dealing with difference

Open Access•Charles Hudson, Torill Nyseth et al.•ARTICLE•City•2019•Cited by: 1•References: 21

In an era of culturally driven growth, urban identities are of central importance for the branding of cities. However, urban identities are under constant re-negotiation as cities’ populations become more diverse. In northern Scandinavia, some cities have developed on what were traditionally Indigenous lands but have failed to acknowledge the role these roots and histories have played in shaping the city’s identity. As the numbers of Indigenous p…

  • Co-management in environmental planning

Arvid Viken, Torill Nyseth•CHAPTER•Nordic Experiences of Sustainable…•2017

Planning for a more sustainable world often takes place under conditions of radical uncertainty. In the Arctic environment, risks related to resource exploitation have increased as new areas are made accessible by climate change and a diminished ice cap in the polar basin. This chapter presented a case from Svalbard, an archipelago almost 1,000 km north of the Norwegian mainland, half way to the North Pole. East Svalbard is unpopulated. The point…

  • Communities of practice in the management of an Arctic environment

    Open Access•Torill Nyseth, Arvid Viken•ARTICLE•Polar Record•2016•Cited by: 2•References: 24

This article addresses knowledge management in governing vulnerable polar areas and tourism. Since the 1870s, Svalbard has been a cruise tourism destination. Due to less ice during the summer period, the number of tourists visiting the remote northeast corner of the archipelago has increased significantly, and the potential negative impact on this vulnerable natural environment has become an issue. The standard modes of managing these areas have …

  • Urban Sámi Identities in Scandinavia

Torill Nyseth, Paul Pedersen et al.•ARTICLE•Acta Borealia•2014•Cited by: 10•References: 11

One of the most significant social and cultural changes in the northern part of Scandinavia, as in other parts of the world, is urbanization. All over the northern region, towns and cities are growing, and a large portion of the indigenous population now lives in urban areas throughout all Scandinavian countries. Within these multicultural cities, urban Sámi communities are emerging and making claims to the cities. From a situation where migratio…

  • Evaluating performance in urban development networks – the Nordic context

Signy Irene Vabo, Asbjørn Røiseland et al.•ARTICLE•Urban Research & Practice•2011

This article examines the performance of three urban development networks typical of the Nordic countries. While such networks generally are believed to produce effective solutions to the complex problems they are established to solve, not all networks perform well. In the three illustrative cases discussed in the article the stakeholders themselves, despite obvious lack of immediate results, seem to evaluate the networks in rather positive terms…

  • Two networks, one city

Open Access•Nils Aarsæther, Torill Nyseth et al.•ARTICLE•European Urban and Regional Studies•2011•Cited by: 3•References: 16

Governance networks are increasingly important in urban planning, in policy implementation and in service provision, and are often organized to improve efficiency and innovation in the pursuit of some public purpose. We argue that their democratic merits, in addition to their efficiency and output aspects, must be taken into consideration if they are to be understood as legitimate problem solvers on behalf of a local democratic authority. Here we…

  • Planning beyond the horizon

    Open Access•Torill Nyseth, John Pløger et al.•ARTICLE•Planning Theory•2010•Cited by: 3•References: 9

Through a case study of urban planning in Tromsø, Norway, Jean Hillier’s idea of a multi-planar theory of planning is discussed. Hillier’s theory explores the potential of the concept of becoming as creative experimentation. Our aim with this article is to explore the concept of planning as experimentation. The case study is a democratic experiment with planning as a more open, transparent and inclusive process, and it represented a break with in…

  • Municipal Response to Local Diversity

    Torill Nyseth, Toril Ringholm•ARTICLE•Local Government Studies•2008•Cited by: 6•References: 13

The Scandinavian countries have a long tradition for networked or partnership-based policy making at the local level. The tradition involves co-operation between local authorities and market actors as well as actors representing civil society. Despite this long-standing tradition, the emerging diversity and complexity of the co-operative relationships challenge the established systems and structures in these countries as well as in countries wher…
