Complexity Thinking in the Fight Against Corruption
This article argues that corruption and the efforts to curb it can be explained in terms of some elements of complexity thinking. The authors find that corruption is comparable to a social virus that continuously mutates and adapts to new environments to counter anti-corruption strategies. On the basis of its omnipresence, myriad manifestations, causes and impacts, corruption is found to be a complex, dynamic and ever-changing social phenomenon. …
La transformation de l’administration. Objectifs et contraintes
The Transformation of Public Service Purposes and Constraints. Since 1990 political changes have had a considerable impact upon South-African public services. The evolution has naturally occurred in favour of groups which were previously excluded because the aim has been to work towards the realisation of public services which are ‘run by the people and concerned with the problems of the people’, as set out in the White Paper on the transformatio…
Local government restructuring
The apartheid value system in South Africa manifested the strongest at the local governmental level where racial communities were separated by law in every sphere of society. This situation became increasingly unacceptable to the black communities in the country. The National Party government was forced into negotiations at local level in 1993 by deadlocks developing in various communities between activist civic associations in especially the bla…
Decentralisation
After a brief introduction focussing on the nature of and reasons for decentralisation, its history in developing societies is reviewed. This is followed by a survey of decentralisation as it has been used as a policy option by the South African government over the last decade. A distinction is maintained between policies of horizontal decentralisation (the tricameral system, privatisation and deregulation) and that of vertical decentralisation (…
N Reaksie op du toit en theron (1984)
This article is a reply to Du Toit and Theron's treatment of "ethnicity and being Coloured" in the previous edition of this journal (pp. 55–66). It is concluded here that their approach is flawed in that they (i)utilise McKayand Lewin's eremely subjective model of the development of individual ethnic awarness/consciousness in an attempt to apply the analytical construct of ethnicity to the so‐called "Coloured"population group in South Africa as a…

Forces of change include both internal and external pressures of a political, military and economic nature on South Africa. A survey of the opinions of White students at the University of Stellenbosch was undertaken to establish to what extent this atmosphere of ch…

The purpose of this article is to evaluate some politically relevant findings, recommendations and assumptions (underlying the recommendations) of the Theron Commission of inquiry into matters relating to the coloured population group. The report of this commission has a direct bearing on all future political developments in South Africa. Firstly, the orientations of the majority and minority members of the commission towards the issue of institu…
