Local taxation and tax base mobility
Cooperation among Local Governments to Deliver Public Services
Cooperation among local governments has been encouraged to enable the aggregation of resources and improved public sector efficiency. The objective of this article is to contribute to the emerging literature on the factors driving intermunicipal cooperation. Using a unique panel dataset of 36,000 French municipalities for 1995‐2002, we estimate the relationship between cooperation decision and the fiscal revenues raised to provide local public go…
Local government cooperation at work
We analyse voluntary coalition formation using a unique panel data for 1056 municipalities in the French region of Brittany between 1995 and 2002. We use a control function approach to develop a binary discrete choice model with spatial interactions. We find that a municipality’s decision to cooperate over the provision of local public goods depends on the decisions made by its neighbours. In particular, the probability of cooperating with neighb…
The Impact of Intermunicipal Cooperation on Local Public Spending
The purpose of this paper is to assess the effects of intermunicipal fiscal cooperation on municipal public spending, based on the French experience. A model of municipal spending choice is estimated using panel data and spatial econometrics for municipalities over the period 1994–2003. Two main results are provided. First, intermunicipal cooperation has no significant impact on the level of municipal public spending, which suggests that cooperat…

Fiscal decentralization and the size of government
Do Agglomeration Forces Strengthen Tax Interactions
The main purpose of this paper is to assess the existence of tax interdependencies among French local tax setting by taking into account the agglomeration forces. A model of tax setting for the local business tax is estimated using spatial econometrics techniques for 2002. First, it is shown that the mimicking behaviour between jurisdictions is not more intense in denser areas—in population or economic activity terms—suggesting that tax competiti…
Public spending interactions and local politics. Empirical evidence from French municipalities
The Effects of Politics on Local Tax Setting
This paper investigates the hypothesis that local politics has an impact on local taxation in the French public sector by using a cross-sectional dataset on departments in 1999. Political variables are included in a tax-setting equation to provide empirical evidence whether local governments in France adopt business taxation behaviour closer to the Leviathan government hypothesis, with higher tax rates when political competition decreases, or to …
Capital indivisibility and tax competition
