Binary Outcomes and Linear Interactions
Estimating Peer Effects Using Partial Network Data
We study the estimation of peer effects through social networks when researchers do not observe the entire network structure. Special cases include sampled networks, censored networks, and misclassified links. We assume that researchers can obtain a consistent estimator of the distribution of the network. We show that this assumption is sufficient for estimating peer effects using a linear-in-means model. We provide an empirical application to th…

Partisanship and congressional intelligence oversight
What patterns of behavior can we observe among the leading figures of US congressional intelligence committees’ Russia inquiries? We argue that current typologies to study the roles of legislators in intelligence oversight do not fully capture the impact of partisanship on overseers’ behavior. Revisiting Loch Johnson’s typology of ‘role definitions’ to account for the behaviour of these legislators, we define four types of congressional investiga…

No Need for a Master Plan
Having a well thought out grand strategy does not necessarily lead to foreign policy success in the short and long term. A decision-making process based on adaptation and learning from the context and crises faced may guarantee superior strategic performance. This is the counterintuitive argument Popescu makes by drawing on research from the business literature. Challenging the conventional wisdom of the dominant grand strategy school, he argues …
The Clash of Historical Analogies and Their Influence on Decision-Making
Contrary to the conventional wisdom in the literature on United States foreign policy, there was no consensus within the George W. Bush Administration on the parallel between the reconstruction of Iraq and that of post-Second World War Germany and Japan. Systematic analysis of available sources shows that the decision-makers drew a large number of different historical analogies—73 in all. This analysis takes a fresh look at the use of analogies r…
