It wasn’t the fire. It was the state’
This paper draws on two seemingly disparate moments – standing witness to protest in Guatemala and unpacking programme design in New York City – to explore the connections, linkages and methodological insights brought forward by front-line organisers. These individuals, though not typically recognised as policy experts, offer crucial knowledge that challenges dominant approaches to law and policy. Turning to their actions and framing, this paper …
Feminist Commitments Towards a Horizontal Women, Peace, and Security Critical Learning Community
This paper features the process whereby an experimental Women, Peace, and Security (WPS) program fostered a critical learning community around peace and security across 13 countries and with 40 women. It addresses the epistemological questions of doing research in collective ways (with and among activists/scholars), the axiological challenge of recognizing and embracing counter-expertise, and the possibilities for incorporating values and practic…

Shaping policy, sustaining peace
Current discussions of peace and security-related policy in Africa focus disproportionately on the work of governmental actors, regional organisations, and the African Union. Implicit in such a framing is the assumption that policy change is driven primarily by state and international institutions. This paper pushes back on that assumption by showing how girls’ and young women’s grassroots activism can function as a source of innovative policymak…
The recession as the site of the exceptional
This paper examines the importance of ‘self-determination’ and ‘hard work’ found within interviews with a group of young people in Manchester, England. The author suggests that moments of apparent contradiction within the interviews have much to offer, particularly when analysed in relation to discussions of inequality and political economy. Ideas expressed in this paper are the author’s own, and are not necessarily shared by the principal invest…
Ambivalence, Conflation, and Invisibility
This article examines municipal children’s ombudsmen’s offices (Defensorías Municipal del Niño y el Adolescente), which are a nationwide attempt at state enactment of children’s rights in Peru. Drawing on feminist analysis, the article outlines some of the key assumptions that are mobilized in children’s rights practices and questions the implications of such assumptions. It begins with a historical overview of children’s municipal defensorías as…
