Who lives there now? Residualisation of social housing in Austria
Across Europe, there is a trend to re-focus social housing on the most economically vulnerable groups (“residualisation”). We investigate whether this trend is also observed in Austria, a conservative welfare state with a social housing system open to a broad range of households and a long tradition of municipal housing. Using data from 1995 to 2018, we estimate residualisation indicators that compare the income of social housing tenants with oth…
Housing regimes and residualization of the subsidized rental sector in Europe 2005-2016
Residualization refers to the process whereby publicly subsidized rental housing moves towards a position in which it provides only a safety net for low-income households. In this paper we quantify residualization based on the income profile of households in the below market rates (BMR) rental sector. Various residualization indicators for 12 European countries from EU-SILC data are calculated. First, we explore the effect of the size of the BMR …
Does housing tenure matter? Owner-occupation and wellbeing in Britain and Austria
This article presents the case for the significance of two neglected domains of sociological enquiry: housing tenure and subjective wellbeing. Our empirical focus is on the relationship between housing tenure and subjective wellbeing in two case-study countries, Austria and the UK, using multivariate modelling of European SILC data to investigate potential associations between tenure and individual wellbeing survey items. Our case-studies are cho…
Differences Between Household Income from Surveys and Registers and How These Affect the Poverty Headcount
We take advantage of the fact that for the Austrian SILC 2008-2011, two data sources are available in parallel for the same households: register-based and survey-based income data. Thus, we aim to explain which households tend to under- or over-report their household income by estimating multinomial logit and OLS models with covariates referring to the interview situation, employment status and socio-demographic household characteristics. Further…
Over-indebtedness in Europe
So far, research on the causes of over-indebtedness in Europe has predominantly focused on the characteristics of individuals or households. This article investigates to what extent country-level factors are associated with a European household’s risk of being over-indebted. We examine variables that reflect policies aimed at combating over-indebtedness (the average level of economic literacy prevalent within a country and its classification into…
