本研究は, 交通問題は経済問題ではなく社会問題であるとの認識のもと, 社会的ジレンマの理論的枠組みの中で交通問題を捉え直すことで, その解消に向けての手掛かりを見いだすことを目的とする. 最初に, 土木計画のための社会的ジレンマの定義を提案するとともに, 過去の社会心理学, 社会学における実証研究から明らかにされているジレンマ解消策を概観する. そして, それらの交通問題への適応可能性に検討を加え, テストケースとして韓国ソウルの事例を挙げて, 社会的ジレンマの諸理論の現実的妥当性を確認する. それらの理論的検討を通じて, 交通問題の解消にあたってはロードプライシングや交通規制だけでなく, 人々の公共心を活性化することが必須であることを指摘し, そのための実務的, ならびに科学的研究努力が不可欠であることを主張する.
