Gender Differences in Multidimensional Poverty in Low‐ and Middle‐Income Countries
Despite the growing demand for gender‐disaggregated statistics on poverty, there is hardly any cross‐country evidence of gender disparities in poverty. The paper contributes to filling this gap, by using two novel individual‐level indices of multidimensional poverty. Relying on data from 78 low‐ and middle‐income countries, it finds that almost everywhere female poverty exceeds male poverty. In the median country, female poverty is 58%–85% higher…
Measuring Sustainable Development Progress in Peru Using Multivariate Latent Markov Models
Development is a complex phenomenon that involves economic, social, and environmental transformations. In recent decades, sustainable development (SD) has gained prominence as a policy objective, emphasizing balanced progress in economic growth, social inclusion, and environmental protection. However, measuring SD progress remains challenging, given the need to consider such multiple dimensions, which often show trade‐offs; this is especially tru…
A multi-model assessment of inequality and climate change
Climate change and inequality are critical and interrelated issues. Despite growing empirical evidence on the distributional implications of climate policies and climate risks, mainstream model-based assessments are often silent on the interplay between climate change and economic inequality. Here we fill this gap through an ensemble of eight large-scale integrated assessment models that belong to different economic paradigms and feature income h…
On the acceptance of high carbon taxes in low- and middle-income countries
Changing consumption patterns from growing middle-classes with consequent rising energy use and emissions in low- and middle-income countries (LMICs) present key challenges for the energy transition and climate change mitigation. Carbon taxes are an effective policy instrument to counter these developments, yet concerns about low public acceptability hinder their introduction. Here, we seek to fill a research gap and identify publicly acceptable …
Understanding Vulnerability to Poverty, Covid-19’s Effects, and Implications for Social Protection
The Coronavirus pandemic has created new vulnerabilities and deepened existing ones. In Ghana, the overall headcount poverty decline has disguised a large group of vulnerable households now threatened with falling back into poverty given the effects of the COVID-19 pandemic. This article draws on new household panel data to analyse transient poverty, the drivers of vulnerability before and since the COVID-19 pandemic and provides implications for…
Integrated policymaking
Increased policy coherence and integrated implementation are necessary to address pressing development problems that cut across different sectors. Meeting these demands, as called for by the 2030 Agenda for Sustainable Development, requires institutional innovation. Based on the comparative analysis of 137 countries, this paper investigates how governments have responded to this call and which contextual factors shape their institutional response…
Prioritarian rates of return to antipoverty transfers
A growing impact evaluation literature on antipoverty transfer programmes in low‐ and middle‐income countries measures changes in utilitarian terms, at their unit value. The paper argues that valuing antipoverty transfers is more appropriately done within a framework of prioritarian social welfare functions, as the very presence of these programmes indicates that polities place a greater value on gains and losses among the disadvantaged. The pape…
The Effects of Social Protection and Social Cohesion on the Acceptability of Climate Change Mitigation Policies
Significant climate change mitigation policies are urgently needed to achieve emissions reduction targets. This paper shows that social protection and social cohesion play a critical role in making climate policies more acceptable to citizens by summarizing existing streams of research focusing on industrialized countries. Further, the empirical analysis explores whether these relationships also hold for low- and middle-income countries (LMICs), …
Disentangling the Relationship Between Social Protection and Social Cohesion
While there is substantial evidence of the effect of social protection on poverty and vulnerability, limited research has focused on societal outcomes. This paper serves as introduction to a special issue (SI) examining the relationship between social protection and social cohesion in low- and middle-income countries. Over the last years, social cohesion has emerged as a central goal of development policy. The introduction and the papers in the S…
Does economic growth reduce multidimensional poverty? Evidence from low- and middle-income countries
The long-standing tradition of empirical studies investigating the nexus between economic growth and poverty concentrates mainly on monetary poverty. In contrast, little is known about the relationship between economic growth and multidimensional poverty. Consequently, this study seeks to assess the elasticity of multidimensional poverty to growth, especially in low- and middle-income countries. The study employs two novel, individual-based multi…
Governing the Interlinkages Between the SDGs
Analysing the effect of climate policies on poverty through employment channels
The recently proposed Green Deals and ‘building back better’ plans have affirmed the importance to make green transitions inclusive. This is particularly related to the labour market, which may witness significant changes. Empirically, this issue has until now received limited attention. The links between poverty and climate change are explored mainly through the lenses of climate change adaptation, or via the effects of rising energy prices on t…
Social assistance and inclusive growth
The expansion of social assistance in low‐ and middle‐income countries raises important issues for inclusive growth. Labour is by far the principal asset of low‐income groups. Changes in the quantity, quality, and allocation of labour associated with social assistance will impact on the productive capacity of low‐income groups and therefore on inclusive growth. The article re‐assesses the findings reported by impact evaluations of social assistan…
The Trade-off Between Poverty Reduction and Carbon Emissions, and the Role of Economic Growth and Inequality
Is it possible for countries to eradicate poverty while also meeting environmental goals? Despite the passage of international agreements calling for these issues to be addressed simultaneously, little is known about the direct relationship between them. This study addresses this gap by proposing a new and composite indicator that integrates measures for both poverty and environmental outcomes (carbon emissions) into a single variable, the carbon…
Translating Sustainable Development Goal (SDG) Interdependencies into Policy Advice
The 17 Sustainable Development Goals (SDGs) of the 2030 Agenda, and their 169 targets, are interdependent and interlinked. The successful implementation of all SDGs will rely upon disentangling complex interactions between the goals and their targets. This implies that implementing the SDGs requires cross-sectoral processes to foster policy coherence. Over recent years, academic research has produced a number of different proposals for categorizi…
