Two hats, one purse
This study examines whether the allocation of intergovernmental grants is associated with the presence of Members of Parliament (MPs), including those holding dual mandates at the local level as mayors, aldermen, or councillors. Focusing on the Flemish region of Belgium, we analyse panel data covering 290 municipalities and 3.758 observations from 2005 to 2017. The findings indicate a consistent pattern of hometown bias: municipalities with a res…
Obtaining Grants
This paper explores how local politicians proceed to attract intergovernmental grants. It offers a comparative analysis of the perceived grant‐acquisition strategies of single‐mandate (SMH) and dual mandate holding (DMH) politicians in Flanders (Belgium). Interviews with 24 participants reveal that DMHs hold a self‐perceived competitive edge. They claim to act as key intermediaries across governance levels, using their dual roles to effectively l…
Hometown bias in Flanders
Are grants strategically allocated to towns where ministers live? This question is investigated using panel data covering four legislative periods and 293 Flemish municipalities. The findings provide clear evidence of hometown bias. Ministerial careers related to local embeddedness explain differences in received conditional grants. Ministers, who were once mayors, started their careers locally or predominantly developed upper-level careers to br…
Politics and Public Infrastructure Investments in Local Governments
This article offers new evidence on the political determinants of local government's public investment policy. A public infrastructure investment function was estimated using data for 307 out of 308 Flemish municipalities covering the period 1996-2009. The results reveal that government composition and the timing of the elections matter. The presence of the Liberal Party decreases investments, whereas fragmentation of the government has the oppos…
Houses and/or Jobs
Isebaert D., Heylen F. and Smolders C. Houses and/or jobs: ownership and the labour market in Belgian districts, Regional Studies. A. J. Oswald argues that high rates of homeownership may imply inferior labour market outcomes. Using a panel of forty-two Belgian districts since the 1970s and accounting for other key determinants of employment, this paper confirms the Oswald hypothesis. A 1 percentage point rise in the rate of ownership in a distri…
