Fiscal federalism and foreign direct investment – An empirical analysis
Previous empirical studies suggest that fiscal decentralisation, measured by the number of government layers, is associated with less foreign direct investment (FDI). With an improved dataset on the tax autonomy of sub‐federal government tiers, we present evidence that fiscal decentralisation (de facto) does not reduce FDI. If local governments can set their tax rates and bases autonomously, they attract more FDI. Analysing 128,425 corporate cros…
More is not always better. Effect of educational expenditures on education quality and social mobility in Switzerland
Over the past 20 years, per-student spending on compulsory education in Switzerland has risen by 52 percent in real terms. However, per-pupil expenditures vary significantly across cantons. The question quickly arises whether “more is always better”. Switzerland lends itself to this analysis because spending authority lies with the cantons and thus provides a good setting for a within-country analysis. We use a new comprehensive dataset to measur…

Fiscal Rules Cause Lower Debt
This paper studies the effect of the Swiss federal debt containment rule on public debt. Using the synthetic control method, we provide evidence that the introduction of the federal rule in 2003 has reduced public debt ratio in Switzerland by 2.5 percentage points on average until 2010. By exploiting possible mechanisms, we find no evidence that the reduction in debt ratio was driven by a debt relocation to sub‐government levels or cutbacks in in…

Suicide and Religion
Suicide has remained a persistent social phenomenon and now accounts for more deaths than motor vehicle accidents. There has been much debate, however, over which religious constructs might best explain the variation in suicide rates. Our empirical analysis reveals that even though theological and social differences between Catholicism and Protestantism have decreased, Catholics are still less likely than Protestants to commit or accept suicide. …
Are Fiscal Adjustments Contractionary?
This paper analyzes the short-term effects of fiscal adjustments on macroeconomic aggregates for a panel of 20 OECD countries during 1970-2008. We find that episodes of budget consolidation have an insignificant impact on growth and consumption. On the other hand, fiscal adjustments are associated with a significant boost in private investment, particularly when they are large and expenditure-based. This paper thus provides further evidence for t…

Finanzpolitik als Nachahmungswettbewerb
This article examines whether spending decisions in Swiss cantons are interdependent, that is, whether the spending decisions of a canton are influenced by those of other cantons. Theoretically, fiscal policy imitation among cantons can be interpreted as a process of policy and innovation diffusion, as a result of tax competition or as a consequence of federalism as a policy laboratory. The panel analysis presented in this article provides eviden…
