This paper examines the effects of economic sanctions on the taxation of natural resources in targeted countries, distinguishing between de jure and de facto measures of the average effective tax rate (AETR) on resource rents. The analysis relies on a sample of 20 African countries for the de jure AETR and a global panel of 75 developing and developed countries for the de facto AETR over the period 2000–2020. Using a Spatial Durbin Model that acc…
Is the conventional wisdom on resource taxation correct? Mining evidence from African countries' tax legislations
Tax design and rent sharing in mining sector
Based on the innovative database, we use a discounted cash flow model to study the rent sharing and the mining tax design in African gold‐producing countries. Two main tax designs emerge: those that favour production‐based taxes in order to secure government's revenues and those that favour profit‐based taxes to support economic efficiency. From the estimation of a panel model regression, we show that tax design depends essentially on the evoluti…
Dé-privatisation» de la politique commerciale? Le cas du tarif extérieur commun de l'Uemoa
Industrial lobbying has long influenced trade policy in West African countries. At one point, conflicting World Bank and IMF doctrines impeded trade liberalization in West Africa and played into the hands of pressure groups. In the 1990s, the reforms advocated by these two institutions moved into closer alignment, especially as part of support for regional integration. Although the West African Economic and Monetary Union (WAEMU) tends to favour …

Contraintes structurelles, politiques nationales et coopération régionale
Since 1993, the prospects of intraregional trade in West Africa have been the subject of much debate. On the one hand, Foroutan and Pritchett (1993) explain the low level of trade between sub-Saharan African countries by structural factors; on the other hand, Naudet (1993) shows that trade growth potential is important between West African countries. This debate is even more important because the seven countries that form the UEMOA have reasserte…
