Narratives as Separating Equilibria
NATO enlargement and Russian occupation of Crimea marked crucial turning points in the process that eventually resulted in the Ukraine war. According to one narrative, that Russian move was part of a plan to re-establish dominion over Eastern Europe. According to a rival view, it was an attempt to counter a U.S. plan to subjugate Russia. This paper scrutinizes the logical requirements of those narratives in a multi-stage game of incomplete inform…
Economic growth and imperialism
History shows militarily dominant states that pursue imperialism, relying on their might to extort resources from weaker states. Occasionally, the latter revolt and the dominant state suffers some casualties. This paper explores imperialism along steady-growth paths. If the dominant state maximizes domestic welfare, it should eventually abandon imperialism because its safety costs asymptotically overrun its material benefits. To shed light on dia…
Assortative Mating and Couple Taxation
An often neglected implication of couple taxation is its impact on marital sorting. A tractable model of such an impact is offered in this paper. It reveals that, as compared to joint taxation with income splitting, individual taxation makes higher-ability individuals more picky in the marriage market, which translates into a higher degree of economic homogamy in society. Furthermore, a shift from joint to individual taxation is predicted to redu…
Some institutional design for shareholder socialism
In times of a declining labour share and an intense international tax competition, some form of market socialism may contribute to hold income inequality in check. However, the concept of market socialism involves three major pitfalls: cronyism, technological stagnation, and power concentration. These pitfalls could be avoided by an appropriate institutional design that includes the combination of public ownership with an extensive use of the sto…
Distributional Effects of Subsidizing Retirement Savings Accounts
We empirically investigate the distributional consequences of the Riester scheme, the main private pension subsidization program in Germany. We find that 38 % of the aggregate subsidy accrues to the top two deciles of the income distribution, but only 7.3 % to the bottom two. Nonetheless the Riester scheme is almost distributionally neutral in terms of standard inequality measures. Two effects offset each other: a progressive one stemming from th…
Public Stock Ownership
The government of a country with a good financial reputation could borrow from the international capital market and use the proceeds to endow a sovereign wealth fund that mainly invests in the world stock market. In expectation, this country would gain the equity risk premium multiplied by the size of the fund. This gain could be earmarked to a social dividend. This paper deals with the conditions under which such a policy is welfare‐improving, d…
Is Capitalism Obsolete
Giacomo Corneo presents a refreshingly antidogmatic review of economic systems, in the form of a fictional argument between a daughter indignant about economic injustice and her father, an economics professor. They tour tried and proposed systems in which production and consumption obey noncapitalistic rules and test their economic feasibility
Earnings Inequality in Germany and Its Implications
The current paper discusses the evolution of earnings inequality in Germany with an eye to its potential lessons for China. Inequality is assessed from two different perspectives: the distribution of annual earnings, and the distributionof lifetime earnings. This paper proposes to implement closer monitoring of lifetime earnings and take a proactive stance in the formation of the wage-bargaining regime
A Note on the Taxation of Couples Under Income Uncertainty
A neglected implication of the choice of the tax unit is its impact on the consumption risk carried by taxpayers. As compared to individual taxation, joint taxation with income splitting provides couples with more insurance against the risk of earning inability for one of the spouses. If that risk is not insurable in markets and labor supply is exogenous, a change from individual taxation to joint taxation with income splitting can raise all coup…
Income inequality and self-reported values
Work Norms and the Welfare State
Many European countries still provide their citizens with social insurance programs of unprecedented generosity. A cultural critique of the welfare state contends that generous social insurance has detrimental effects on work norms. This article revisits the model of endogenous work ethic developed by Lindbeck and Nyberg and explores survey evidence on the relationship between social spending and pro-work attitudes. Both theoretical and empirical…
Individual preferences for political redistribution
Un modèle simple de la relation ministère-entreprise en conditions d'approvisionnement incertain
A simple model of relations between Ministry and enterprise in uncertain supply conditions. This article considers the instability of input plans determined at ministerial level. Revision of plans is seen as the result of a balancing act between ministry and enterprise, in the presence of an uncertain shortage of input seen only at local level. The ministry can choose to revise the plan, and the enterprise decides on the rate of intensity of work…
