  • The heterogeneous effects of crises on productivity. Regional evidence from the Great Recession

Open Access•Gianluigi Coppola, Sergio Destefani et al.•ARTICLE•Papers of the Regional Science…•2026

While most economists argue that demand-driven cyclical fluctuations do not affect long-run total factor productivity (TFP), Kaldorian and Schumpeterian approaches hold different and contrasting views. We analyse this issue computing a Malmquist TFP index for 267 NUTS2 European regions throughout 1995-2016. In particular, one of our main findings is that the Great Recession improved technical efficiency “catch-up” but reduced technical progress, …

  • The Heterogeneous Effects of EU Structural Funds

Open Access•Sergio Destefani, Valter Di Giacinto•ARTICLE•Journal of Regional Science•2025

This paper focuses on the impact of EU structural funds (SFs) on the GDP per capita of 183 European NUTS‐2 regions throughout the 1990–2018 period. To allow for the endogeneity of funds allocation to regions, we estimate a bivariate structural panel VAR model, including a rich menu of control variables. Our main identifying restriction is based on the widely documented long lags affecting the implementation of EU's cohesion policy. Through a spat…

  • Does one size fit all in the Euro Area? Some counterfactual evidence

Open Access•Sergio Destefani, Matteo Fragetta et al.•ARTICLE•Empirical Economics•2024

This paper examines whether Euro Area countries would have faced a more favorable inflation output variability tradeoff without the Euro. We provide evidence supporting this claim for the periods of the Great Recession and the Sovereign Debt Crisis. The deterioration of the tradeoff becomes insignificant only after Draghi’s ‘ whatever it takes ’ announcement. Results show that the detrimental effect of the Euro is more severe for peripheral count…

  • Electoral rule and public sector efficiency

Open Access•Marco Alberto De Benedetto, Sergio Destefani et al.•ARTICLE•Journal of Regional Science•2024

We study the effect of Law 81/1993, which introduced a different rule for the election of mayors, on the technical efficiency of Italian cities over the period 1998–2006. Since 1993, municipalities below 15,000 inhabitants vote with a single‐ballot system, whereas cities above 15,000 inhabitants are subject to a double ballot. We first estimate the output‐oriented technical efficiency of municipalities through data envelopment analysis, and then …

  • What are the impacts of Cohesion Policy on the trade-off between employment and productivity

Stéphane Bourdin, Sergio Destefani et al.•ARTICLE•Regional Studies•2024•Cited by: 1•References: 8

This paper examines the heterogeneous effectiveness of European Union (EU) Cohesion Policy in fostering regional growth, considering the potential trade-off between productivity improvement and job creation. By analysing the impact of European Structural and Investment Funds on regional development at the NUTS-2 level, the study contributes to the literature on productivity and employment trade-offs at the regional level. A novel empirical approa…

  • Goldin's Last Chapter on the Gender Pay Gap

Open Access•Sergio Destefani, Fernanda Mazzotta et al.•ARTICLE•Work Employment and Society•2024•Cited by: 1•References: 43

This article explores the application to Italy of Goldin's hypothesis that the unexplained gender pay gap is crucially linked to firms' incentive to disproportionately reward individuals who work long and particular hours. The study draws mainly on Italian responses to the 2014 European Structure of Earnings Survey for data on earnings and the individual characteristics of employees and their employer, but also uses data from the Occupational Inf…

  • Regional policies and sectoral outputs in Italy

    Open Access•Gianluigi Coppola, Sergio Destefani et al.•ARTICLE•Regional Studies•2023•Cited by: 1•References: 2

We assess the impact of regional policies on the economies of the 20 Italian regions for the period 1994–2016. We adopt a control function approach incorporating the funds’ allocation rules and ascertain the impact of various policy funds in four sectors (agriculture, industry, construction and services) through a multi-input multi-output transformation function. We find that European Structural and Investment Funds have a significant impact on v…

  • Regional multipliers across the Italian regions

Open Access•Sergio Destefani, Mario Di Serio et al.•ARTICLE•Journal of Regional Science•2022

This paper estimates the multipliers of different types of government spending in the 20 Italian administrative regions throughout 1994–2016. We derive region‐specific multipliers through a Bayesian random effect panel vector autoregressive model. We find that the EU structural funds, compared to the other types of government spending, provide the largest and most pervasively significant GDP multipliers, whereas the effectiveness of nationally fu…

  • European Union and nationally based cohesion policies in the Italian regions

Gianluigi Coppola, Sergio Destefani et al.•ARTICLE•Regional Studies•2018•Cited by: 8•References: 6

This paper analyzes the effects of cohesion policies on the gross domestic product (GDP) per capita of the 20 Italian administrative regions for the period 1994–2013. The analysis includes both European Union and national funds. It estimates average partial effects through a control-function approach based on the funds’ allocation rules, and allows for the role of the regional environment on the impact of regional policies. A positive impact of E…

  • Public capital and total factor productivity

    Sergio Destefani, Vania Sena•ARTICLE•Regional Studies•2005•Cited by: 8•References: 6

Destefanis S. and Sena V. (2005) Public capital and total factor productivity: new evidence from the Italian regions, 1970-98, Regional Studies 39 , 603-618. This paper analyses the relationship between industrial total factor productivity and public capital across the 20 Italian administrative regions. It adds upon the existing literature in a number of ways: it analyses a longer period (1970-98); it allows for the role of human capital accumula…
