Do Political Preferences Affect Policy Learning and Uptake? Evidence from a Field Experiment with Informal Entrepreneurs
We examine whether political preferences affect uptake and learning about government programs in the context of Brazil’s Individual Microentrepreneur Program, which offers subsidized access to social security coverage and business-related incentives. We fielded a randomized intervention that provided one-on-one consultancy and assistance to informal entrepreneurs. Treatment increased formalization rates, but we found only weak evidence that suppo…
Microcredit Impacts
This paper studies the impact of microcredit in Brazil. We use a propensity score matching on original primary data on business and personal outcomes to compare veteran clients of BNDES—Brazil’s largest government-owned development bank—to a matched sample of more recent clients. Based on administrative data as well as data from a survey of 2107 clients from the South and Northeast regions of Brazil, the findings show no significant impacts on in…
Urbanization Patterns, Information Diffusion, and Female Voting in Rural Paraguay
We use a field experiment to evaluate the impact of two informational get‐out‐the‐vote campaigns to boost female electoral participation in rural areas of Paraguay. We find that public rallies had a small and insignificant effect either on registration or voter turnout in the 2013 presidential elections. Households that received door‐to‐door canvassing treatment were 4.6 percentage points more likely to vote. Experimental variation on the intensi…
Inequality in school resources and academic achievement
Trends in stunting and overweight in Peruvian pre-schoolers from 1991 to 2011
Objective To examine trends in stunting and overweight in Peruvian children, using 2006 WHO Multicentre Growth Reference Study criteria. Design Trend analyses using nationally representative cross-sectional surveys from Demographic and Health Surveys (1991–2011). We performed logistic regression analyses of stunting and overweight trends in sociodemographic groups (sex, age, urban–rural residence, region, maternal education and household wealth),…
Business training plus for female entrepreneurship? Short and medium-term experimental evidence from Peru
Equity in health and health care in Peru, 2004 - 2008
Limitations of self-reported morbidity measures probably underestimate the results of health inequalities across socioeconomic groups. Improved equity in the use of curative health services can be explained by a number of positive factors that occurred concurrently during the analysis-namely, increased mean household income, reduced economic inequality, the Juntos conditional cash transfer program, and gradual expansion of public health insurance…
Teaching Entrepreneurship
Most academic and development policy discussions about microentrepreneurs focus on credit constraints and assume that subject to those constraints, the entrepreneurs manage their business optimally. Yet the self-employed poor rarely have any formal training in business skills. A growing number of microfinance organizations are attempting to build the human capital of microentrepreneurs in order to improve the livelihood of their clients and help …
Poverty, health infrastructure and the nutrition of Peruvian children
Public health infrastructure and equity in the utilization of outpatient health care services in Peru
This article analyzes the magnitude and nature of socioeconomic differences in the utilization of outpatient health care services in Peru. In particular, it explores the potential equity-enhancing effect of the expansion and improvements in the network of health centres during the 1990s. The Peruvian health reform made relatively little progress in terms of the reform agenda promoted internationally during the 1990s. Nevertheless, the expansion o…
Inequalities in health in Latin America and the Caribbean
Inequalities in self-reported health problems among the different economic strata were small, and such problems were usually more common among women than men. The presence of small inequalities may be due to cultural and social differences in the perception of health. However, in most countries included in the study, large inequalities were found in the use of health care for the self-reported health problems. It is important to develop regional …
