Minnowbrook IV in 2028: From American Minnowbrook to Global Minnowbrook
The first Minnowbrook Conference in 1968 was a big success. The ideas and directions that the field of public administration followed later on were very much influenced by the spirit of Minnowbrook I. Since then, it has become a practice for American scholars in the field of public administration to meet every 20 years to discuss the future direction of the field. Thus, we had Minnowbrook II in 1988 and Minnowbrook III in 2008. When the next 20 y…
The Need to Build Administrative Capacity in the Age of Rapid Globalization: A “Modest” Prescription or a Major Blueprint
Most scholars would agree that we are in an age of rapid globalization. The phenomenon of “globalization” is well documented and thoroughly discussed by many. What is missing among scholarly work is a clear statement as to what needs to be done in terms of public administration in order to meet the challenges of rapid globalization. What should the new public administration for the twenty‐first century look like
Comparative Governance Reform in Asia: Democracy, Corruption, and Government Trust
Asian countries are highly diverse in terms of their wealth, culture, and historical experience. Yet, in different ways, they are working hard to improve public sector governance in areas such as democratic accountability, openness, transparency, integrity, government trust, high performance standards and combating corruption. The chapters in this book analyze and compare the experiences of Asian countries in carrying out governance reforms. Some…

Thaksin's model of government reform: Prime Ministerialisation through “a country is my company” approach
This article contends that when a big businessman becomes the leader of a country, he is likely to assume that his country is his company. “A country is my company” approach toward government reform results in prime ministerial predominance as all government power is centralised into the hands of a single authority. This phenomenon of prime ministerialisation is illustrated by the reforms introduced in Thailand by the Thaksin government since 200…
Civil Service Systems in Asia
This study examines and contrasts the civil service systems of eight diverse Asian countries using a common comparative framework. The authors discuss several factors including, amongst others, historical development, internal labour markets, level of politicization, and the impact of reform. The authors demonstrate the utility of comparative research by analyzing the findings of the country studies and comparing the Asian countries against each …

Governance Reform in Thailand: Questionable Assumptions, Uncertain Outcomes
This article examines the nature of governance reform in Thailand. The argument is that Thai citizens are not especially benefiting from the public reform initiatives of Thai governments because government reformers made fourquestionable assumptions about reform which have in turn produced uncertain outcomes and provided the opportunity for government reformers to avoid responsibility for their reform choices. First, the reformers support the bel…
Thailand: The Politics of Reform of the Secretariat of the Prime Minister
This article discusses the politics of administrative reform. Though politicians and bureaucrats may agree on a reform blueprint, both tend to view administrative reform as means towards achieving different ends. To demonstrate the ‘political tool’ function of administrative reform, I will review the reform experience of the Thai Office of the Secretariat of the Prime Minister (OSPM) during the Chuan government (1992–95). Despite several proposal…
Implementing Public Health Policies in Rural Thailand
Bureaucrats with multiple superiors often encounter difficulty in implementing policies initiated from higher-level officials. When there is a lack of policy-making co-ordination among the superior bureaucrats, the result can be conflicting and excessive policy demands made on the subordinate implementors. Problems caused by such demands are likely to affect adversely the work performance of these subordinates. As noted in a previous study, it is…
