  • A Tale of Two Crises: Developments in Abeyance Theory in Canada and the United States

Andrew Mcdougall, David M Thomas•ARTICLE•The American Review of Canadian…•2025

This article reviews and develops the theory of “constitutional abeyances” in the context of recent political developments in Canada and the United States. The literature developed in the Anglo-American context holds that constitutions often have areas of quiet disagreement that relevant actors ignore—“hold in abeyance”—to avoid triggering a wider crisis. The authors argue that recent political developments in the United States and Canada have ha…

  • Reflecting on the Official Languages Act at 50: Was the Advent of the Charter so Great After All

    Andrew Mcdougall•ARTICLE•International Journal of Canadian…•2021

This piece examines more closely the relationship between the OLA and the Charter, arguing that the relationship between the two rights instruments is much more fraught than commonly believed. The advent of the Charter and its entrenchment of language rights have always been seen as unquestionably positive for the OLA. However, it may be time to re-evaluate that belief. Using the concept of “constitutional displacement,” the article suggests that…

  • Continuity of Constitutional Government during a Pandemic: Considering the Concept in Canada's Emergency Management Act

    Open Access•Andrew Mcdougall•ARTICLE•Canadian Journal of Political…•2020•Cited by: 2

This research note examines the undefined meaning of the government's obligations to ensure “continuity of constitutional government” (CCG) as provided for in section 4(l) of the Emergency Management Act, S.C. 2007, c. 15 (Canada, 2007). Specifically, that section gives the minister of public safety and emergency preparedness the responsibility for “establishing the necessary arrangements for the continuity of constitutional government in the eve…

  • Connecting power to protection: The political bases of language commissioners in Canada

    Open Access•Andrew Mcdougall•ARTICLE•Canadian Public Administration•2019•References: 21

This article explores the connection between the strength of Canadian federal, provincial and territorial language regimes and the political power of the underlying language group. Although such regimes should ideally be constructed to defend languages that are vulnerable, they are more often based on the ability of a language group to organize politically to win the laws they want. Thus, many small linguistic groups, such as those in Nunavut, be…

  • Multilateral Collaboration in Canadian Intergovernmental Relations: The Role of Procedural and Reciprocal Norms

Open Access•Robert Schertzer, Andrew Mcdougall et al.•ARTICLE•Publius The Journal of Federalism•2018•Cited by: 6•References: 27

This article investigates the conditions that facilitate multilateral collaboration in Canadian intergovernmental relations (IGR). It argues that durable patterns of multilateral collaboration require particular procedural and reciprocal norms. These norms develop through structured and repeated interactions among intergovernmental actors as they learn over time how to share jurisdictional responsibility for a policy field to their mutual advanta…

  • Updated Methods to Age the Australian Lungfish: Reply to Kemp (2015)

    Open Access•Stewart J Fallon, Andrew Mcdougall et al.•ARTICLE•Radiocarbon•2015•Cited by: 1•References: 3

Kemp’s comments in this issue (Kemp 2015) have raised several issues regarding dating Australian lungfish (Neoceratodus forsteri) using bomb radiocarbon in their scales (James et al. 2010). The James et al. (2010) publication represented a pilot study in which the feasibility of using bomb 14C in lungfish scales could provide an age for an individual fish. Kemp’s first issue relates to nomenclature regarding the different parts of the scale. This…

  • Relationships between body roundness with body fat and visceral adipose tissue emerging from a new geometrical model: Body Roundness with Body Fat & Visceral Adipose Tissue

Open Access•Diana M Thomas, Carl Bredlau et al.•ARTICLE•Obesity•2013

OBJECTIVE: To develop a new geometrical index that combines height, waist circumference (WC), and hip circumference (HC) and relate this index to total and visceral body fat. DESIGN AND METHODS: Subject data were pooled from three databases that contained demographic, anthropometric, dual energy X-ray absorptiometry (DXA) measured fat mass, and magnetic resonance imaging measured visceral adipose tissue (VAT) volume. Two elliptical models of the …

  • Estimating the economic value of libraries

    Open Access•Shishir Saxena, Andrew Mcdougall•ARTICLE•Prometheus•2012

The authors are economists working for the Australian consultancy, SGS Economics & Planning in Melbourne. In 2011, the company produced a report for the State Library of Victoria on the value of libraries. Shishir Saxena and Andrew McDougall were responsible for the research that went into this report

  • Assessing the Potential for Radiocarbon Dating the Scales of Australian Lungfish ( Neoceratodus Forsteri )

    Open Access•Kelly M James, Stewart J Fallon et al.•ARTICLE•Radiocarbon•2010•Cited by: 1•References: 10

We present a novel application for radiocarbon dating by aging 4 scales from a single large adult lungfish ( Neoceratodus forsteri ) from the Burnett River, in Queensland, Australia. The relict fish species lack a solid crystalline otolith, which precludes the use of the otolith annuli as a reliable age indicator. Previous attempts to age lungfish using a number of techniques have had only limited success. We report on ages obtained from the dens…

  • Violence-Related Behaviors Among Dominican Adolescents: Examining the Influence of Alcohol and Marijuana Use

Robert J Reid, Pauline Garcia‐reid et al.•ARTICLE•Journal of Ethnicity in Substance…•2008

This study identified the predictors of youth violence and violent victimization among a sample of Dominican adolescents (N=155) attending high school in a northeastern urban community. As part of a broader community-based needs assessment, students participated in an evaluation of a substance abuse prevention program funded by the Substance Abuse and Mental Health Services Administration. Correlations, principal components, multiple imputation, …
