Achieving Population Equality among the Constituencies of the Canadian House, 1903-1976
The distribution of population used in drawing electoral boundaries for the Canadian House of Commons from 1903 to 1976 is examined. Using the Gini index, the results show that independent Electoral Boundaries Commissions following specific rules have reduced significantly the inequalities in size of Canadian federal constituencies and have moved them closer to political equality.
