Vote of confidence procedure andGesetzgebungsnotstand
This article discusses two crucial devices for governmental control of the parliamentary agenda in Germany from the point of view of comparative politics. The vote of confidence procedure makes a contested policy an up-or-down proposal by linking it to the continuity of government, whereas the Gesetzgebungsnotstand gives government a last-offer privilege on a bill. The peculiarities of constitutional norms and political practice of the German pro…
Parliamentary Agenda Control and Legislative Outcomes in Western Europe
Public perceptions of the proper role of the state
By means of a re‐analysis of public opinion surveys between 1973–76 (Political Action), 1985 and 1990 (International Social Survey on the 'Role of Government I + II'), perceptions of government responsibilities are studied over time and across nations. Even if affiliated to government parties, the public, in the short run, does not reinforce prevailing trends uncritically, but in a mood of sophisticated scepticism tends rather to take an anti‐cyc…

Higher education and confidence in institutions
A secondary analysis of the 'European Values Survey' tests some of the theoretical conclusions regarding the rationality of trust and distrust in established institutions. A reanalysis of the data set's question relating to confidence in ten particular institutions shows that the expected impact of higher education on confidence in institutions to punish governments for breach of trust applies only to those countries with a long, uninterrupted tr…

The Social and Attitudinal Profile of Social Democratic Party Activists
Weakening partisanship and the higher educated in Britain
The decline in support for traditional political parties in a number of Western democracies is often attributed to the effects of recent educational expansion and a consequent rise in cognitive mobilisation in the electorate. The thesis that support for the two major parties in Britain is lowest among the young educated is tested here, using survey data for the period 1964–1983. The analysis indicates that for only a short time in the early 1970s…

Schumpeter's Britain ‐ Forty years on
In his classic treatise on ‘Capitalism, Socialism and Democracy’ published in 1942, Schumpeter illustrated his general theory of democracy exclusively from the British case. This article focuses on the five general conditions set out by Schumpeter for the success of the democratic method of party competition. They are analysed on empirical rather than on normative grounds against the changing evidence from Britain over the past forty years. It is…
