“A little bit fun, a little bit frustrating
Photovoice is a popular visual participatory action research method for participants to identify strengths and opportunities for change in their community by taking, discussing, and displaying photographs. Although Photovoice has been used in educational research, the literature of its use in higher education in the U.S. is limited and individual participant experiences with Photovoice projects are seldom scrutinized. Moreover, qualitative method…
Knowing the Enemy
In this Perspective, RAND researchers help identify threats to U.S. interests posed by the Islamic State of Iraq and the Levant (ISIL), propose a context in which ISIL should be judged (particularly ISIL's character and motivations, as well as key regional and global issues that frame the context), provide an initial framework for interpreting these data and insights, and outline a way ahead for developing and assessing courses of action and gene…
Ending the U.S. War in Iraq
Ending the U.S. war in Iraq required redeploying 100,000 military and civilian personnel; handing off responsibility for 431 activities to the Iraqi government, U.S. embassy, USCENTCOM, or other U.S. government entities; and moving or transferring ownership of over a million pieces of property in accordance with U.S. and Iraqi laws, national policy, and DoD requirements. This book examines the planning and execution of this transition
Unlocking the Iron Cage
This article explores the relationship between public administration and deliberative democracy by examining the development in Jürgen Habermas’s thought on public administration. The argument is made that a shift has occurred in the way that Habermas conceptualizes public administration—a shift that makes it possible to see both the plausibility and necessity of a deliberative democratic form of state administration. Shown is how Habermas’s late…
Practical Rationality in Social Scientific Explanation
Residential segregation according to race remains fairly entrenched in parts of the United States despite the fact that public attitudes toward racial integration have become dramatically more positive. This incongruity is often explained in terms of the irrationality of agents, whereby the agents’ support of integration is undermined by systematic/unconscious racism. The author argues that such accounts present an implausible model of practical …
Transformation and Homeland Security
T he Army exists to win the nation's wars. That is and always should be its principal mission. The Army's transformation White Paper, "Concepts of the Objective Force," states, "The Army must remain optimized for major theater war," 1 with the presumption that this theater of war is overseas. But the Army has other priorities as well. The preamble to the Constitution tells us that among our founding principles, our government exists to "insure do…
An Organizational Framework for Homeland Defense
Infrastructure protection; Terrorism and threats; Weapons and weapon systems/Weapons of mass destruction
Sociological Not Political
Like many critics of Rawls, Habermas believes that the Original Position (OP) implicitly utilizes normative (and unargued for) assumptions. The author defends the OP by arguing that its basic concepts are the product of a rational reconstruction of the everyday know-how, or common sense, employed by citizens in democratic practices. The author identifies this reconstruction in Rawls’s work but suggests that while this answers the charge of circul…
New Public Management and the Demise of Popular Sovereignty
The role of administrators in ensuring popular sovereignty is largely under-examined in the literature of political philosophy. Yet, alienation of citizens toward government can be linked directly to the exclusion of citizens from the administrative process. This paper examines the arguments of John Locke who characterized the administrator as a phantom in the political process and relegated popular sovereignty to the legislative process alone
The Unhappy Liberal
Intelligibility, rationality and comparison
