  • Drivers of differentiation between EU Member‐states in the UN General Assembly

Open Access•Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•European Journal of Political…•2025•Cited by: 4•References: 50

The European Union (EU) has laboured hard to gain the right to make oral interventions in the United Nations General Assembly (UNGA) in pursuit of a more active international role. At the same time, though, EU member‐states continue to take the floor to make their own interventions, thus differentiating – but not necessarily distancing – their stance from the officially expressed EU position. In that respect, it is important to examine the driver…

  • Europeanisation, Independent Bodies and the Empowerment of Technocracy

Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•South European Society & Politics•2013•Cited by: 9•References: 13

The establishment of independent oversight bodies constitutes an important institutional reform in the European Union context. Based on technocratic expertise, they aim to curtail the state's policymaking and supervisory role. During the last decade, such bodies have been established in Greece, illustrating the ideational and institutional impact of the Europeanisation process. By examining the Greek independent oversight board for accounting and…

  • Policy Entrepreneurs and Foreign Policy Change

    Open Access•Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•Government and Opposition•2012•Cited by: 15•References: 42

Besides systemic changes that lead to the re-prioritization of foreign policy objectives, foreign policy change is also a result of domestic policy entrepreneurs’ pursuit of a political return. Their potential to orchestrate change depends on the existing entry barriers that emanate from the political and institutional features of the domestic policy-making process. It is accentuated by system-wide developments and security crises that illustrate…

  • Accounting for coalition-building in the European Union

Open Access•Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•European Journal of Political…•2011•Cited by: 4•References: 29

Which parameters affect coalition building in budgetary negotiations? In this article, three distinct levels of analysis are identified to account for coalition building patterns, associated with domestic politics, domestic socioeconomic structures and EU politics. At the level of domestic politics, ideology points to cross-governmental affinity of a partisan nature; at the level of socioeconomic structures, similarity of policy interests, genera…

  • The Limits of EMU Conditionality

Open Access•Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•Journal of Public Policy•2008•Cited by: 16•References: 14

The EMU fiscal adjustment paths of the four Southern Europe members (Italy, Spain, Greece, and Portugal – SE-4) vary along two dimensions: (a) cross-temporal pre- and post-EMU accession and (b) cross-country. We account for the cross-temporal variation by distinguishing between the ‘hard’ and ‘soft’ EMU conditionality of the pre- and post-accession stage. External constraints in the form of the Maastricht eligibility criteria constituted a signif…

  • Enlargement Waves’ and Interest Group Participation in the EU Policy-Making System

Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•West European Politics•2008•Cited by: 8•References: 26

How does enlargement affect the EU system of interest group intermediation? We introduce an analytical framework to conceptualise the impact of enlargement. ‘Enlargement waves’ do not only result in a ‘top-down’ process of Europeanisation of national interest intermediation systems, but also have a ‘bottom-up’ effect. This comprises uploading national organisational features and a broader scope of activities onto the EU system of interest represe…

  • Negotiating in stages

Open Access•Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•European Journal of Political…•2008•Cited by: 5•References: 33

This article examines the politics of the 2005 reform of the Stability and Growth Pact (SGP). It distinguishes between two stages in the reform process. The first stage delimited the negotiation space – confining reform into an interpretation of the formal clauses that prescribe SGP functioning – and set the reform agenda. In the second, decision‐making stage, Member States engaged in high politics bargaining, more sensitive to their short‐term (…

  • A President for the European Union

Open Access•Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•JCMS Journal of Common Market…•2007•Cited by: 13•References: 25

In the post‐Constitution EU, the rotating Presidency would be replaced by a hybrid system combining a rotating component with the establishment of a permanent President for the European Council. Using a principal‐agent framework, we look at the supply and demand for formal leadership in the new system, accounting for the substantial institutional change in the format of the Presidency. We then examine the President's effectiveness and efficiency …

  • Assessing the Reliability and Validity of Expert Interviews

    Open Access•Han Dorussen, Hartmut Lenz et al.•ARTICLE•European Union Politics•2005•Cited by: 28•References: 27

Testing the reliability of experts should be a key element of expert interviews. Using the Condorcet Jury Theorem, it is shown that expert reliability can provide an indication of the validity of expert-opinion data. The theoretical framework is applied to expert-interview data collected in the Domestic Structures and European Integration (DOSEI) project. Special attention is paid to the role of ‘leading’ experts and salient issues. Evaluating th…

  • A Medium Country's Middle-of-the-Road Success

Spyros Blavouko, Spyros Blavoukos et al.•ARTICLE•South European Society & Politics•2003•Cited by: 1

The Greek Presidency of the first semester of 2003 was the fourth following its predecessors in 1983, 1988 and 1994. Representative of the slowly incremental improvement in the political climate surrounding Greece's relations with the EU, the three previous presidencies were broadly viewed as ranging from failed (1983) to varying degrees of mediocrity (1988 and 1994). In contrast, again reflecting Greece's greatly improved standing in the EU, the…
