Multilevel party organizations in a fragmented presidential system: The case of Brazil
The article analyzes the combined impact of hitherto understudied factors in the literature about multilevel parties – presidentialism, party agency, and party system fragmentation – on the vertical integration of party organizations, using Brazil as a case study. We rely on original data on party funding and intra-party interventions, party statutes, and secondary literature to compare the multilevel distribution of powers within the major Brazi…
Party rules, party resources and the politics of parliamentary democracies: How parties organize in the 21st century
This article introduces the first findings of the Political Party Database Project, a major survey of party organizations in parliamentary and semi-presidential democracies. The project’s first round of data covers 122 parties in 19 countries. In this article, we describe the scope of the database, then investigate what it tells us about contemporary party organization in these countries, focusing on parties’ resources, structures and internal de…
Territorial Politics and the Statewide Party
Fabre E. and Swenden W. Territorial politics and the statewide party, Regional Studies. The literature on political parties has been affected by a national bias. However, the multilevel nature of party organizations deserves one's attention because parties have responded as well as contributed to the rise in regional authority across most Western democracies. This paper considers statewide parties from a double perspective: as organizations subje…
Measuring party organization: The vertical dimension of the multi-level organization of state-wide parties in Spain and the UK
Over the past few years, attention to the role of state-wide political parties in multi-level polities has increased in recognition of their linkage function between levels of government, as these parties compete in both state-wide and regional elections across their countries. This article presents a coding scheme designed to describe the relationship between central and regional levels of state-wide parties. It evaluates the involvement of the …
Multi-level Election Timing—A Comparative Overview
This article compiles information on multi-level electoral politics in nine countries, starting with multi-level election cycles: horizontal concurrence and vertical concurrence. In addition to the cycle of federal and regional elections, this report looks at election rules for federal and regional elections: fixed election date, possibility of vertical concurrence, dissolution of regional assemblies, length of term after dissolution and the elec…
Issue salience in regional party manifestos in Spain
This article analyses the dynamics of electoral competition in a multilevel setting. It is based on a content analysis of the party manifestos of the Spanish PP and PSOE in eight regional elections held between 2001 and 2003. It provides an innovative coding scheme for analysing regional party manifestos and on that basis seeks to account for inter‐regional, intra‐party and inter‐party differences in regional campaigning. The authors have tried t…
Party Organization in a Multi-level System: Party Organizational Change in Spain and the UK
This article investigates the link between regionalization of the structure of government, regional elections and regionalism on the one hand, and the organization of state-wide political parties in Spain and the UK on the other. It particularly looks at two aspects of the relations between the central and regional levels of party organization: integration of the regional branches in central decision making and autonomy of the regional branches. …
Issue salience in regional and national party manifestos in the UK
The study reveals the salience of particular issues in the manifestos of the main British parties for the 1997 and 2003 UK general elections, as well as the 2003 Scottish and Welsh elections, using the method introduced by the Comparative Manifesto Project (CMP) and a modified list of issue categories to reflect the division of government competences between the central and regional governments. Ideological and social base of a party, as well as …
