  • Budget games real actors play: Examining the agreement on CAP and cohesion for MFF 2021–2027

Open Access•David Moloney, Mads Dagnis Jensen•ARTICLE•West European Politics•2026

This article applies Actor-centred institutionalism to examine Council negotiations on the issue of national co-financing within the Common Agricultural Policy (CAP) and Cohesion Policy during the 2021–2027 Multiannual Financial Framework. Our analysis shows that negotiations on the CAP fractured existing coalitions. The salience of expenditure led to outcomes that primarily reflected the preferences of individual member states rather than collec…

  • The Adaptive Stability of the European Union's Long‐Term Budget

Open Access•David Moloney, Mads Dagnis Jensen•ARTICLE•JCMS Journal of Common Market…•2026•References: 18

This article examines the adaptive stability of the European Union's long‐term budget from the Delors I package of 1988–1992 to the Multiannual Financial Framework of 2014–2020, focusing on the Common Agricultural Policy (CAP) and Cohesion Policy. Building on incrementalism, punctuated equilibrium, historical institutionalism and rational choice coalition theories, we propose the theory of Adaptive Budget Stability. To examine the explanatory val…

  • From Turkey to Belarus: Exploring the EU’s response to migration crises through the lens of functional spillover

    Open Access•David Moloney•ARTICLE•New Community•2026•References: 31

Drawing on functional spillover, this contribution examines whether functional spillover as a framework can explain the 2015 European Union-Turkey Joint Action Plan, the 2016 EU-Turkey Statement, and the internal aspect of the Union’s response to the 2021 Belarus–EU border crisis. Furthermore, it considers how these agreements with Turkey, and the response to the instrumentalisation of migration contributed to further integration. To do so, it dr…

  • Always a Manager? Assessing the Commission's Capacity to Manage and Deepen the Post‐Brexit EU–UK Relationship Whilst Expanding Its Competencies

Open Access•David Moloney, Simon Usherwood•ARTICLE•JCMS Journal of Common Market…•2025•References: 15

This article analyses the European Commission's (Commission) capacity to manage and deepen the EU–UK relationship post the implementation of the Trade and Cooperation Agreement (TCA) and its efforts to expand its competencies within the framework, through the use of the principal–agent theory. Informed by studies on the powers and management roles of the Commission, the analysis focuses on three areas where the institution has demonstrated these …

  • Exploring the EU’s response to the Covid-19 and Rule of Law crises through functional spill-over

    Open Access•David Moloney, Giacomo Benedetto•ARTICLE•West European Politics•2025•Cited by: 1•References: 14

Through the framework of functional spill-over, this study examines the positions taken by the EU27 member states on two key issues in the negotiations of the European Union budget package of 2020. The two issues are the constitution of generalised deficiencies in the Rule of Law Conditionality regulation, and whether the Recovery and Resilience Facility would provide financial assistance in the form of loans or grants. First, our analysis shows …

  • Brexit Rhapsody: Exploring Patterns of Issue Salience in the Negotiations

Open Access•David Moloney, Mads Dagnis Jensen•ARTICLE•JCMS Journal of Common Market…•2025•Cited by: 1•References: 31

This study revisits the salience of the Brexit negotiations using an advanced Decision‐Making in the European Union (EU) methodology to assess the relative importance of 20 key issues amongst the EU27 member states, the European Commission and the UK. Unlike earlier studies that suggest more uniform salience levels, except for the UK, our analysis identifies eight clusters of actors influenced by their political, economic and geographical context…

  • Assessing the role of the European Council and the European Commission during the migration and Covid-19 crises

    Open Access•David Moloney, Sebastiaan Princen•ARTICLE•West European Politics•2023•Cited by: 4•References: 14

Over the past decades, ‘emergency politics’ has become a quasi-permanent feature of the European Union (EU). According to some, this has reinforced the trend towards a greater role for the European Council (EUCO) in EU agenda-setting, to the detriment of the European Commission (Commission). In this article, this claim is critically assessed by analysing two major crises: the 2015-2016 migration crisis and the COVID-19 pandemic. By systematically…

  • Working up the six-pack: Bargaining success in the European Council's task force on strengthening economic governance

    Open Access•David Moloney, Richard Whitaker•ARTICLE•European Union Politics•2023•Cited by: 3•References: 34

This article assesses the factors associated with member states’ bargaining success during the negotiations in the European Council's 2010 task force on strengthening economic governance, the pre-decision stage for the Six-Pack. We test theories of decision-making based on the expertise of institutions, and EU member states’ preferences and power resources using new data. With methods derived from the decision-making in the EU projects, we find t…
