Subnational Border Reforms and Economic Activity in Africa
Using GIS methods, we identify territories in Africa affected by subnational border reforms between 1992 and 2013. Descriptive statistics reveal that these territories differed from other African regions across several key dimensions. For example, these territories were more populous and exhibited greater ethnic diversity. We then examine the association between subnational border reforms and economic activity across 17 African countries. Grid‐le…
Do fiscal rules undermine public investments? A review of empirical evidence
Fiscal rules are a frequent policy measure to restrict deficit-taking among incumbent politicians. In times of increased and sustained investment needs to mitigate the consequences of climate change, and to promote the digital and structural transformation, fiscal rules have become subject to criticism for undermining public investments. We review 36 existing empirical studies examining the effect of fiscal rules on public investments. We also di…

European fiscal reform preferences of parliamentarians in France, Germany and Italy
Using data from a unique survey of members of parliaments in France, Germany and Italy in 2018, we estimate the effects of three dimensions on EU and Euro Area fiscal reform preferences: nationality, political ideology and populism. We predict and confirm that a German populist party on the right is most opposed to a more developed European fiscal union, while a non-populist politician on the political left in France or Italy is most integrationi…
Merging county administrations – cross-national evidence of fiscal and political effects
While many central governments amalgamate municipalities, mergers of larger county administrations are rare and hardly explored. In this article, we assess both fiscal and political effects of county mergers in two different institutional settings: counties act autonomously as upper-level local governments (Germany), or counties being decentralised branches of the state government (Austria). We apply difference-in-differences estimations to count…
European Monetary Union reform preferences of French and German parliamentarians
We analyze data from an author-conducted survey of members of the French and German parliaments on European Monetary Union reform preferences. We consider three potential drivers of preferences: nationality, ideology, and personal characteristics. For European Monetary Union policies like Eurobonds, the Fiscal Compact, and the European Central Bank asset purchase program we find a robust difference between parliamentarians of both countries if th…
