Are citizens willing to reduce public debt? Beliefs, information and policy preferences
This paper investigates how raising awareness of public debt sustainability affects attitudes and policy preferences. In a survey experiment, we randomly assign an information treatment about government debt to a representative sample of the Italian population. Although the treatment makes respondents more sensitive to debt-related risks, the perceived urgency of debt reduction does not increase. Moreover, while remaining averse to taxes, respond…
Is Populism reversible? Evidence from Italian local elections during the pandemic
We study the effect of economic insecurity on electoral outcomes using data on municipal elections in Italy. We implement a difference-in-differences approach that exploits exogenous variation across municipalities in the share of inactive workers due to the economic lockdown introduced by the central government to deal with the Covid-19 pandemic. We show that lockdown-induced economic insecurity positively affected the electoral performance of p…
European fiscal reform preferences of parliamentarians in France, Germany and Italy
Using data from a unique survey of members of parliaments in France, Germany and Italy in 2018, we estimate the effects of three dimensions on EU and Euro Area fiscal reform preferences: nationality, political ideology and populism. We predict and confirm that a German populist party on the right is most opposed to a more developed European fiscal union, while a non-populist politician on the political left in France or Italy is most integrationi…

Cutting the Labor Tax Wedge in Hard Times. Evidence from an Italian Reform
As the first step of a strategy aimed at implementing a fiscal devaluation, in 2007, the Italian government implemented a reform reducing the labor tax wedge to boost firms' competitiveness. In this paper, we provide evidence on the causal impact on employment of this reform by estimating a DDD model that exploits differences across geographical areas and sectors of economic activity in the tax allowances. We find mildly positive effects of the r…
Multi-level Finance and the Euro Crisis: Causes and Effects
Representing a unique contribution to the analysis and discussion of the unfolding Eurozone crisis in terms of the relationship between central and local government, this book addresses a number of important fiscal and political economy questions. To what extent have local and regional governments contributed to the crisis? To what degree have subnational services and investments borne the brunt of the adjustments? How have multi-level fissures a…
Labor Mobility and Fiscal Policy in a Currency Union
Labor mobility is commonly taken as a property of an optimal currency area (OCA). But how does that property affect the outcome of fiscal policies? In our model, we show that perfect (costless) labor mobility is not necessarily welfare-improving, since it prevents the national fiscal authorities from pursuing independent policies, opening the way to a coordination problem. With symmetric shocks, the federal fiscal policy can improve welfare by pl…
