  • Executive power in European Union politics

Open Access•Silvana Tarlea, Stefanie Bailer et al.•ARTICLE•Governance•2023•Cited by: 1•References: 37

In the multilevel system of the European Union (EU), national governments have been empowered at the expense of parliaments. We study the executive power shift in EU politics in the formation of national preferences. This article shows that governments are more likely to integrate parliaments and external actors, such as other governments and EU institutions, when they advocate extreme bargaining positions in EU negotiations. We theoretically dev…

  • Conflict among member states and the influence of the Commission in EMU politics

Zdenek Kudrna, Fabio Wasserfallen•ARTICLE•Journal of European Public Policy•2021•Cited by: 9•References: 28

The recent reforms of the euro zone are best explained in three steps: (a) member states’ preferences were determined by national governments on the basis of their economic interests, which are interpreted through a distinct set of ideas, (b) the diverging preferences among member states translated into a straightforward intergovernmental bargaining setting, and (c) the European Commission maintained a leading role throughout the process of negot…

  • The varieties of banking regulation in the EU

    Open Access•Zdenek Kudrna•ARTICLE•Governance•2020•Cited by: 3•References: 29

The EU strives to harmonize banking regulation, while its member states continue to insist on a degree of differentiation to accommodate national specifics. A new data set of national options and discretions (O&Ds) embedded in EU banking legislation facilitates systematic analysis of member states' policy preferences across multiple policy cycles. Its results suggest that states' O&D choices are related to their respective variety of banking capi…

  • Analysing European Union decision-making during the Eurozone crisis with new data

    Open Access•Fabio Wasserfallen, Dirk Leuffen et al.•ARTICLE•European Union Politics•2019•Cited by: 45•References: 38

The collection of articles in this special issue provides a comprehensive analysis of European Union decision-making during the Eurozone crisis. We investigate national preference formation and interstate bargaining related to major reforms of the Economic and Monetary Union. The analyses rely on the new ‘EMU Positions’ dataset. This dataset includes information about the preferences and saliences of all 28 EU member states and key EU institution…

  • Harmonizing Internationally to Harmonize Internally

    Open Access•Zdenek Kudrna, Patrick Müller•ARTICLE•JCMS Journal of Common Market…•2017•Cited by: 3•References: 48

The joint decision trap concept traditionally explains progress in EU policy‐making through dynamics located within the EU's multi‐level governance. Yet, with the expansion of global regulatory co‐ordination, the EU governance system increasingly interacts with policy‐making in international regimes, which influences the internal dynamics of the EU's decision‐making. This article seeks to refine the joint decision trap model by introducing global…

  • Financial market regulation

    Zdenek Kudrna•ARTICLE•Journal of European Integration•2016•Cited by: 3•References: 11

This article reviews the crisis-induced reforms of financial market regulation in the European Union (EU) from the perspective of the joint-decision trap and the orders of change frameworks. It argues that although the legislative response of the EU was quick and substantial, most reforms were lower-order changes that expanded existing regulatory tools and introduced several new ones. Only the banking union can be classified as a paradigmatic cha…

  • EU–global interactions

Patrick Müller, Zdenek Kudrna et al.•ARTICLE•Journal of European Public Policy•2014•Cited by: 13•References: 43

The interactions between the European Union (EU) and international policy regimes are ever more important. Much of the existing literature has focused on the bottom-up dimension of the EU's role in global institutions, assuming that the EU predominantly seeks to project its policies to the global level. However, our review of empirical research reveals that EU policy exports tend to be rare and that EU–global interactions are more varied. On a gl…

  • The Return of Political Risk

    Zdenek Kudrna, Daniela Gabor•ARTICLE•Europe Asia Studies•2013•Cited by: 12•References: 4

Political risk—risk that investments are damaged by policy action of authorities—increased during the financial crisis due to controversies about the distribution of accumulated losses among stakeholders. Authorities interconnected by cross-border banks considered unilateral policies that minimised losses for domestic stakeholders at the expense of their foreign counterparts. This is at odds both with the assumption behind financial integration w…

  • Cross‐Border Resolution of Failed Banks in the European Union after the Crisis

    Open Access•Zdenek Kudrna•ARTICLE•JCMS Journal of Common Market…•2012•Cited by: 13•References: 10

The post‐2007 financial crisis created an opportunity for reforms that could close the regulatory gap between transnational banks and national bank resolution regimes. During the decade before the crisis, the European Union tried to develop a cross‐border bank resolution regime relying on voluntary agreements and complex governance networks. However, these arrangements failed to commit national authorities to multilateral resolution as was exempl…
