    Open Access•Dennis De Widt, Shuo Sun•ARTICLE•International Review of…•2026•References: 40

Local governments in many countries are navigating a turbulent financial environment, challenging their ability to maintain budgetary control. A key indication of this declining control is the occurrence of budget deviations, defined as over- or underspending relative to the original budget. While budget deviations can have significant negative societal consequences, there is limited understanding of what drives deviations. In this paper, we exam…

    Dennis De Widt, Martin Laffin•ARTICLE•Regional Studies•2018•Cited by: 10•References: 11

This paper argues that local government associations (LGAs) form a key element in central–local relations. They contribute towards defending local discretion through their three roles: as the collective voices of local authorities; as countervailing public-interest groups; and as feedback mechanisms for central government actors. LGAs are understood as hybrid organizations and their role and influence analyzed in terms of (1) their relationship w…

  • Top‐down and Bottom‐up

    Open Access•Dennis De Widt•ARTICLE•Public Administration•2016•Cited by: 6•References: 11

This article investigates the impact of institutional factors on the relationship between grant funding and local debt in England and Germany. Using a panel dataset covering the period 2005–12, the research identifies a positive relationship between grants and local debt. The positive relationship between grants and debt is reduced due to the impact of political and administrative variables. The findings demonstrate three shortcomings of the curr…
