District coordination versus party consolidation: Alternative ways Duverger’s law works … sort of
Electoral reforms to first-past-the-post are often expected to consolidate party systems, but parties can instead coordinate without merging. We develop a partition-function framework distinguishing party consolidation from district-level coordination (“Duvergerian moves”), where allies strategically withdraw candidates across districts to maximize seats. We motivate the argument with the 2024 French legislative election, where coordinated withdr…
Faulty Votes: The Hidden Cost of PR Election Complexity
We seek to assess how informational challenges in open-list proportional representation (OLPR) systems contribute to higher incidence of “faulty” votes compared to majoritarian systems. We define three types of faulty votes: spoilt votes and votes attributable to ballot primacy or list primacy effects. Using data from simultaneously held Polish OLPR and SMD local elections, we find significantly higher rates of faulty votes in OLPR systems than i…
Mixed electoral systems: An introduction to the special issue
Cancellation of overhang seats: The Price of Unkept Promises
Mixed Member Proportional (MMP) electoral systems aim to balance territorial representation, personal voter-politician connections, and party proportionality. However, legislators face significant challenges in achieving these goals simultaneously. In Germany, these efforts led to the pressing issue of overhang seats, which prompted a reform of the electoral system in 2023. This study examines the effects of this reform and three alternative solu…
The mixed local-proportional electoral system: Balancing Political Interests and Common Good
We propose a new electoral system, Mixed Local-Proportional (MLP), that reconciles reforms beneficial for the polity with existing political interests. The MLP system maintains the current distribution of seats among parties while addressing problematic issues with the existing Open-List Proportional Representation (OLPR) system by engineering OLPR’s intra-party properties. Key features include dividing districts into subdistricts with plurality …

Multi-player electoral engineering and Covid-19 in the polish presidential elections in 2020
The uniqueness of Poland’s experience with the 2020 coronavirus lays in the interplay of two factors: the decisive governmental response to the pandemic, and the overlap of the pandemic with the country’s presidential election scheduled on May 10, 2020. The government’s fast reaction, combined with the citizens’ discipline, resulted in the suppression of the virus’s spread. The ratings of the current President Duda skyrocketed well above 50% need…
Party-related primacy effects in proportional representation systems: Evidence from a natural experiment in Polish local elections
We study the primacy effects that occur when voters cast their votes because a candidate or party is listed first on a ballot. In the elections that we analyzed, there are three potential types of such effects that might occur when voters vote for (1) the first candidate listed on the ballot in single-member district (SMD) elections ( candidate primacy ); (2) the first party listed on the ballot in open-list proportional representation (OLPR) ele…
Pot and ladle: A formula for estimating the distribution of seats under the Jefferson–D’Hondt method
We propose a simple yet new formula for estimating national seat shares and quantifying seat biases in elections employing the Jefferson–D’Hondt (JDH) method for seat allocation. It is based solely on the national vote shares and fixed parameters of the given electoral system. The proposed formula clarifies the relationship between seat bias on the one hand, and the number of parties and the number of districts on the other. We demonstrate that t…
