Uncertainty, institutions and regulatory responses to emerging technologies
This study aims to improve theoretical accounts of regulatory responses to emerging technologies by proposing a model of regulatory development, which incorporates a role for types of uncertainty and for existing regulatory institutions. Policy-Making and Public Management
The conventional division of labor between policy-making and public management has been challenged, more or less explicitly, by scholars working on parallel research trajectories. Explaining Partial Privatization of Public Service Provision
Within the area of study of privatization, some attention has been placed on the emergence of mixed public‐private ownership firms for the provision of public services. Mixed ownership firms pose an important theoretical issue, i.e., why do governments open up part of their ownership of public service providers to private operators and investors rather than giving up full ownership of public service providers or establishing a contractual relatio…
Liberalization and regulatory reform of network industries
Implementing Fiscal Decentralization
As a measure to enhance the fiscal autonomy of the region, in 2006 the Regional Government of Sardinia in Italy decided to establish a tax agency for managing regional taxes on holiday houses and boat and aircraft transit. Based on interviews conducted with the tax agency director and staff, this article traces the trajectory and outcome of events included in the implementation of this part of the regional government's fiscal policy. Drawing from…
