This article is designed to explore the usefulness of an alternative conceptualization of the foreign assistance policy process. The common assumption is that US foreign aid outputs are rationally determined in response to external stimuli such as US security or economic interests or human need in a country. The Clean Water State Revolving fund (CWSRF) program provides states with significant discretion to design, implement, and administer the program to meet their water quality needs. An important aspect of the program is the decision whether to leverage existing funds to generate additional capital for loans. This article examines the question of why state governments choose to privatize goods and services. After reviewing the literature, to explore the question, the authors devised their own model of state privatization. A Multiple Streams Model of U.S. Foreign Aid Policy
This study builds an interactive, quantitative model to explain U.S. foreign aid allocations. We develop an explanation based on Kingdon's multiple streams model to argue that aid decisions are the result of trade ties, socialist orientation, human needs, and the political ideologies of the administration and the senate interacting with adjustments to baseline funding. We find that there are significant conditional relationships between economic …
A Three-Dimensional Model of American Foreign Policy Beliefs
The authors employ a theoretic model that identifies three basic goals of foreign policy—identity, security, and prosperity. Many scholars limit themselves by using a two-dimensional model of foreign policy beliefs which ignores the goal of identity. This research note demonstrates that standard factor analysis of extant data on foreign policy goals over time consistently supports a three-dimensional model which gives prominence to the multilater…

This study examines the relationship between superpower economic assistance and military allocations in 25 countries of Sub‐Saharan Africa during the period 1977–1984. Using pooled time‐series regression analysis, we find that African recipients do not treat U.S. aid as fungible. Soviet economic aid, however, is found to have a positive effect on the recipient's military spending
