Linked fate, #MeToo, and political participation
Popular accounts suggest the surge in political participation post-2016, particularly among women, was driven by the #MeToo movement. But emerging research demonstrates few people report being politically mobilized, or moved to political action, by the #MeToo movement, which raises the question of how to reconcile these narratives. We hypothesize a sense of linked fate is a critical intervening variable. While anger has been shown to increase pol…
The Effect of the #MeToo Movement on Political Engagement and Ambition in 2018
Conventional wisdom holds that the #MeToo movement increased awareness of sexual harassment and drove sympathizers, particularly women, to increased participation in the 2018 midterm elections. In this paper, we assess whether #MeToo increased awareness of sexual harassment, as well as whether #MeToo increased self-reported interest in various forms of political participation. Using an original dataset from October 2018, we find that although the…

Women Policymakers Framing their Leadership and Lives in Relation to Terrorism
We examine terrorism from the perspective of women political elites in the Basque regions of Spain and France, asking whether women are present as policymakers in terrorism politics and how they frame the impact of terrorism on their leadership and lives. To assess women's presence as policymakers, we report the representation of Spanish and French women in executive leadership and terrorism-related portfolios. We find that women are not equally …
Women defining terrorism
This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terroris…

The Domestic Determinants of Transnational Activity
We examine the degree to which national political setting, namely domestic political opportunity structures, influences the transnational activities of women's groups in the United Kingdom, France, and Germany. The literature suggests that social groups are more likely to choose international activity when national institutions provide fewer opportunities for domestic activity (Keck and Sikkink 1998; della Porta and Tarrow 2005). Using data about…

Gendered Political Opportunities? Elite Alliances, Electoral Cleavages, and Activity Choice Among Women's Groups in the UK, France, and Germany
This article examines the impact of political opportunity structures (POS) on the activity choices of women's groups in the UK, France, and Germany in order to determine whether political opportunities, specifically elite alliances and changes in electoral cleavages, are gendered. We ask how/whether various institutional structures impact the activity choices of women's groups, gauging whether women react to opportunities in a similar manner as o…
Why Cooperate? Cooperation Among Environmental Groups in the United Kingdom, France, and Germany
This study asks under what domestic conditions environmental groups in the United Kingdom, France, and Germany will overcome the collective action, resource, and ideological impediments to cooperative activity. A political opportunity structure (POS) approach is employed which looks at the relationship between elite alliances and domestic cleavages and the choice to engage in domestic as well as transnational cooperation. Using data gathered thro…
The Domestic Opportunity Structure and Supranational Activity
This study examines when and why environmental non-governmental organizations in the United Kingdom, France and Germany bypass national-level activity in favor of supranational action. Data are gathered from a content analysis of news wires and analyzed in a series of logistic equations. Evidence supports the multi-level governance theory of European Union integration. Examining political opportunity structure explanations for activity, I find th…
Are consensus democracies more environmentally effective
Are consensus democracies more likely to enact environmentally friendly policies than majoritarian democracies? The relationship between democratic type and environmental effectiveness is more complex than previously assumed. What matters are not only institutions but also the nature of the policy issues, the types of institutions and veto players in the system. Four measures of effectiveness emerged from the data: mundane environmentalism; envir…
