Estimation of Total Cost Required in Controlling Covid-19 Outbreaks by Financial Incentives
In this article, we present a Monte Carlo simulation (MCS) to estimate the total cost required to control the spread of the COVID-19 pandemic by financial incentives. One of the greatest difficulties in controlling the spread of the COVID-19 pandemic is that most infected people are not identified and can transmit the virus to other people. Therefore, there is an urgent need to rapidly identify and isolate the infected people to avoid the further…
Controlling Covid-19 Outbreaks with Financial Incentives
In this paper, we consider controlling coronavirus disease 2019 (COVID-19) outbreaks with financial incentives. We use the recently developed susceptible-unidentified infected-confirmed (SUC) epidemic model. The unidentified infected population is defined as the infected people who are not yet identified and isolated and can spread the disease to susceptible individuals. It is important to quickly identify and isolate infected people among the un…
Testing legislative shirking in a new setting
This paper aims to test two types of legislative shirking in a new democracy, South Korea. Using the lame-duck sessions of the Korean National Assembly, we test whether a legislator shirks in voting participation and in voting decisions. We weave two competing motivations of legislative shirking in voting participation – that to secure more leisure time and that to utilize the last, valuable voting opportunity – into a synthetic hypothesis and te…
Prior Margins of Victory and Legislative Careers
How do prior margins of victory influence the longevity and exit patterns of legislative careers in South Korea? Do marginal vote rates in the election determine when and how a legislator’s term ends? Although the relationship between electoral security and legislative careers in US and Western parliamentary democracies is frequently studied, little is known about legislatures in new democracies. We analyze the effects of various electoral and in…
Analyzing Kim Jong‐un's Survival Strategy from the Comparative Authoritarian Perspective
This paper shows that we can properly analyze Kim Jong‐un's survival strategy by employing the knowledge accumulated in comparative studies of contemporary authoritarianism . According to Geddes et al .'s classification, North Korea belongs to a hybrid type that possesses the characteristics of the personalist and single‐party types. Recent comparative studies demonstrate that personalist rulers who are not convinced of their firm control of the …
Bureaucratic Leverage over Policy Choice
While state governments have enjoyed greater control over regulating local telephone service providers since 1984, movement toward efficiency‐based policy reform (e.g., adoption of competitive markets) has proceeded slowly. We investigate this pattern by addressing how the degree of policy discretion held by state public utility commissions (PUCs) affects reform of local telephone exchange regulation. Using precise measures of both PUC discretion…
