Sizing Up the Adversary: Leader Attributes and Coercion in International Conflict
Leaders negotiate, not states. Yet the extensive body of work on coercive diplomacy in international relations pays little attention to variation among leaders. This paper outlines the financial difficulties which home owners in the Federal Republic of Germany (FRG) have been experiencing over the 1980s.
