Cocreating service innovations in European public libraries
This study uses survey data for 543 European libraries to investigate the effect of co-creation and other factors on the usefulness of knowledge for innovation obtained from four groups: library users, non-management staff, non-profits and businesses. The study finds that 24.3% of libraries develop a 'high priority' innovation through co-creation with library users. Co-creation has a substantial positive effect on the usefulness of knowledge obta…
Does User Involvement in Developing Public Sector Innovations Improve Outcomes? A Set-Theoretic Analysis of European Data
Theories of a service or public sector logic stress that involving users in developing public sector innovations will produce better outcomes, but outcomes also could be influenced by the type of user involvement. We evaluate the relationship between interactive and non-interactive methods of involving users in innovation activities, along with six other factors, on a sample of management reported post-implementation outcomes from public sector i…
Effect of knowledge search depth, user co-creation and moderating factors on the outcomes of service innovations by European public sector organizations
This study uses econometric methods and survey data for 2,137 European public sector organizations to examine the effects of deeply engaging with external knowledge sources and user co-creation on service innovation outcomes. Drawing on innovation support and constraint theories, we find that the effects of engaging with external knowledge sources and co-creating with users is moderated by innovation support practices, the percentage of employees…
How to Design, Implement, and Analyse a Survey
This insightful book examines all aspects of the design process and implementation of questionnaire surveys on the activities of business, public sector, and non-profit organizations. Advancing innovation in the public sector: Aligning innovation measurement with policy goals
Identifies relevance of the Oslo Manual to measuring public sector innovation. • Discusses definition of innovation in the public sector. • Discusses role of governance and management in public sector innovation. • Identifies policy requirements for public sector innovation measurement. • Provides a framework for measuring public sector innovation to assist policy needs. There is sufficient evidence, drawn from surveys of innovation in the public…
Organizational Pathways for Social Innovation and Societal Impacts in Disability Nonprofits
Using data from a sample of 301 Australian disability nonprofit organizations (NPOs), this study applies configurational thinking to identify combinations of organizational capabilities that lead to Nonprofit Social Innovation (NSI)—a new service or process that promotes social inclusion of people with disabilities—and examines whether NSI is a sufficient condition for high societal impacts to be achieved. The conceptualization and components of …
Internet-enabled access to alternative food networks: A comparison of online and offline food shoppers and their differing interpretations of quality
The Nature and Incidence of Workgroup Innovation in the Australian Public Sector: Evidence from the Australian 2011 State of the Service Survey
Using data from a nationally representative survey of all Australian Government employees, we explore the nature of innovation implemented at the workgroup level and assess the multi‐dimensionality of the workgroup's ‘most significant innovation’ (MSI). Of the 10222 survey respondents, 48% reported at least one innovation implemented by their workgroup, with an innovation more commonly reported with an increase in the respondent's age, seniority,…

Pouring warm milk on troubled waters
Mad Cows and Mother's Milk, by Douglas Powell and William Leiss, Montreal: McGill‐Queen's University Press, 1997, 308 pp
European innovation policy for environmentally sustainable development: Application of a systems model of technical change
Technical change is described using a systems model that focuses on four important characteristics: multi‐directional linkages, knowledge and learning, unique development paths and cumulative self‐reinforcing development. The model is then applied to the goal of environmentally sustainable development in order to determine the implications for policy at the level of the European Union (EU). The European Commission should use direct regulation, ec…
