Costing governmental services in a reformed environment
This article assesses the impact of New Public Management (NPM) reforms in the public sector from a cost consciousness perspective. Using an action‐research methodology, we analyze the intensity of the external pressures that influence the institutional logic under which public sector organizations manage their costs. The longer-run performance effects of agencification
Although governments worldwide are increasingly choosing to deliver services through organisations with greater autonomy than traditional bureaus, the implicit assumption that such agencification contributes to long-run efficiency remains largely untested. Implementing “new public management”
This article describes a reform to improve delivery of state-funded employment services in the province of Quebec. It is based on a six-year field study conducted during the reform process and presents the reform's objective, the way it was implemented, and some of the lessons learned during the reform process. A Cost-Benefit Analysis of the Privatization of Canadian National Railway
This article uses cost-benefit analysis to estimate the welfare gains from the privatization of Canadian National Railway (CN) in November 1995, one of the largest rail privatizations in history. It also shows how these gains have been distributed among consumers, producers, and government, and between Canadians and non-Canadians.
