HRM autonomy, integration and performance in government agencies
The relationship between HRM autonomy, business-like HRM, and performance in government agencies has been of interest in research for decades now. Using survey data from 365 respondents working in Dutch government agencies, we studied to what degree HRM autonomy is a necessary and sufficient condition for HRM integration, distinguished between vertical and organizational integration, and, consequently, HRM performance in agencies. The findings fr…
Corporatisation in Local Government
This book provides a comparison of municipally corporations at Europe, explaining and analysing what these municipally corporations look like.
Professional managers, public values? The delicate balance between corporatization and stewardship to society
Corporatization is a trend in local public service delivery. However, research into how public values can be preserved after corporatization has lacked. This study analyses what factors underlie the presence of ‘public values’ in municipally owned corporations (MOCs). I find that the best predictor of stewardship to society in MOCs is their strategic managerial autonomy. This finding challenges the literature on public value failure, which argues…

Corporatisation in Local Government
Dealing with multiple principals in at arm's length organizations
While we have increasing knowledge of causes and effects of municipal corporatization, we know relatively little about governance of municipally owned corporations (MOCs). The literature has pointed to various governance problems that can occur when MOCs are owned by multiple municipalities. We conduct six case studies into Dutch jointly owned MOCs to understand governance problems that occur in these MOCs and coordination mechanisms used to over…
Country, sector and method effects in studying remunicipalization
A growing literature demonstrates increasing remunicipalization of local public services. Yet, while this literature is becoming extensive, many debates still exist about remunicipalization’s causes. This article reports the findings of a meta-analysis of the remunicipalization literature, focusing on the question: how do country, sector and method effects affect the findings of remunicipalization studies? I include articles on remunicipalization…
Performance of municipally owned corporations
Practitioners often expect service delivery by municipally owned corporations (MOCs) to differ substantially from delivery by municipal bureaucracy. However, research into the circumstances under which municipal corporatization is effective is scarce. We investigate determinants of MOCs’ performance based on a questionnaire sent to all Dutch MOCs, finding no evidence that many expected predictors of performance matter for performance. Key factors…
Local governments and their arm’s length bodies
In this paper, we discuss the state of the art on the creation of arm’s length bodies (ALBs) by local governments. We make three main contributions. First, there are many different types of ALBs and each country has its own categories; an expert survey was held identifying three common types of body, to enable future comparative research. Second, we point out that the creation of ALBs has led to a number of new challenges for local governments, p…
Multiple principals, multiple problems
The multiple principal problem refers to multiple collective action problems that organizations face when they must balance (competing) interests of multiple stakeholders under joint service delivery. It negatively affects different types of organization, yet we know little about how organizations (can) mitigate it. We expand a framework based on principal–agent theory, review the literature, and consider implications for effective governance of …
