Responsibility attribution, rewards, and sanctions for public service outcomes
This study examines how citizens attribute responsibility for public service outcomes and subsequently form judgements about rewards and sanctions – a theoretically acknowledged but empirically understudied two-phase process. A survey experiment (N = 2,277) in Germany compares citizen perceptions of political (mayors) versus administrative (service units) actors across improving and declining service performance scenarios. Service units received …
Predictors of change outcomes in mandated change
This study utilizes the unique opportunity provided by a mandated change from cash-based to accrual-based reporting in local governments to explore the role of contextual, organizational and individual change-process-related factors in predicting different change outcomes. Based on two surveys conducted in 2019 and 2021, it investigates how information quality, interactional justice, organizational change readiness resources, and change-related p…
Insights from local government managers
Recent years have shown that strategic responses to crises by local governments (LGs) depend on the type of crisis, the institutional environment, but also internal capacities and sensemaking processes. However, such relationships have not been tested widely yet. Based on a survey of managers ( n = 590) from cities with more than 15,000 inhabitants in France, Germany, Italy, and the United Kingdom, this study explores the role played by specific …
Assessing the role of gender-related aspects in public budgeting debates
The paper explores how members of parliament (MPs) address gender-related aspects in the budgeting process at the central level in Germany, a country that pursues gender equality as a global objective but has not implemented gender budgeting (GB) (yet). Nevertheless, from a budgeting perspective the German context is interesting, as parliament has unrestricted powers to amend the budget draft. The study follows approaches in performance managemen…

Introducing Gender Perspectives in the Budgetary Process at the Central Government Level
Governments across the world have implemented gender budgeting, but research on the topic is scarce. This article looks at how the introduction of gender perspectives in budget documents has informed the allocation of public resources at the central government level in Austria. The study combines a qualitative and quantitative document analysis of plenary speeches by members of parliament during budget approval. The results first show that gender…
Local government strategies in the face of shocks and crises
This article, building on governmental financial resilience literature, and using data from a survey of over 600 local governments in Germany, Italy and the UK, looks at the role that external shocks, anticipatory capacities and associated perceived vulnerabilities play in determining different organizational response strategies (i.e. ‘bouncing back’ versus ‘bouncing forward’ strategies) at times of crisis. In the face of shocks, higher perceived…
How politicians use performance information in a budgetary context
This article looks at performance information use by legislators at the central level in a budgetary context. The multi‐method approach (interviews, quantitative and qualitative analysis of plenary speeches given during budget readings) allows us to draw a broader picture of the use of performance information. The findings provide new insights into different purposes of performance information use. We identify four general use types, that is, de‐…

Digitalization has been a core concept in many government strategies, reform or reinvention plans, and attempts to deliver higher quality public services while keeping costs low. The rapid developm
Governmental financial resilience under austerity in Austria, England and Italy
The recent economic and fiscal crisis provides an opportunity for learning lessons of general and practical relevance about how governments face shocks affecting their financial conditions. This article draws on the resilience concept to investigate the organizational capacities that are deployed and/or built by local governments (LGs) to respond to such shocks, looking at their combinations and interactions with environmental conditions. The art…
The discretionary use of performance information by different local government actors – analysing and comparing the predictive power of three factor sets
In recent years, empirical research on performance information use has gained momentum, but quantitative studies, which include different actor groups, are less widespread. Building on prior research within this field, our study offers insights into various antecedents for performance information use – including individual, performance-measurement-specific, and organizational context factors. By applying a quantitative survey of different actor g…
