  • The transformative potential of local-level planning and climate policies. Case studies from Norwegian municipalities

Open Access•Hege Westskog, Nils Aarsæther et al.•ARTICLE•Cogent Social Sciences•2022

We analyse whether and how current municipal climate policies can be characterised as transformative and which factors and pathways may lead to transformative change at the municipal level. Based on 13 in-depth case studies of Norwegian municipalities, we address the transformative potential of climate planning and policy measures as defined and implemented by municipal authorities. We argue that municipalities’ engagement in transforming towards…

Governance networks are increasingly important in urban planning, in policy implementation and in service provision, and are often organized to improve efficiency and innovation in the pursuit of some public purpose. We argue that their democratic merits, in addition to their efficiency and output aspects, must be taken into consideration if they are to be understood as legitimate problem solvers on behalf of a local democratic authority. Here we…

  • Combating Depopulation in the Northern Periphery

    Hilde Bj⊘rnå, Nils Aarsæther•ARTICLE•Local Government Studies•2009•Cited by: 11•References: 10

This article concerns how the municipal organisation and its leaders respond to challenges posed by the post-industrial era, in the form of shrinking employment opportunities and population decline. By developing distinct policies of supporting cultural and new economic initiatives, they depart from traditional steering modes and engage in 'networked governance' to safeguard community viability. This extends the scope of what we normally expect o…

  • Evaluating the Democratic Accountability of Governance Networks

    Nils Aarsæther, Hilde Bj⊘rnå et al.•ARTICLE•Local Government Studies•2009•Cited by: 6•References: 11

There is currently a need to analyse and measure the democratic accountability of governance networks. This kind of analysis and measurement calls for the development of an interactive conceptualisation of democratic accountability that makes it possible to measure the level of democratic accountability of concrete governance networks with reference to the extent to which they interact with (1) relevant politicians appointed through the instituti…

  • Coping Strategies, Social Capital and Space

Open Access•Jørgen Ole Bærenholdt, Nils Aarsæther•ARTICLE•European Urban and Regional Studies•2002•Cited by: 11•References: 5

The theme of this article is the intersection of social and spatial factors in local and regional development. Based on empirical locality studies in the Circumpolar Northern context, the article introduces the concept of coping strategies. Coping strategies include three dimensions: innovation, networking and formation of identity. These dimensions and the ways in which they are interrelated are considered to be important to the forms of local d…
