Unseen, uncounted, unprotected
This article examines the mobilisation of Italy's performing arts workers during the COVID-19 pandemic as a paradigmatic case of classification struggles, in Bourdieu's sense of symbolic and political conflicts over the boundaries of legitimate work. In a sector marked by fragmentation and discontinuity, large parts of artistic labour remain excluded by the classificatory frameworks that regulate access to social protection. Drawing on qualitativ…
Politicising sustainable urban mobility
Transport is a major source of greenhouse gas emissions and public health costs, with passenger cars among the main contributors. Sustainable mobility policies promise cleaner air and healthier cities by reducing car use, encouraging shifts to more efficient modes, and adopting cleaner technologies and energy. Yet implementation is often contested. Local retailers are among the principal opponents, especially when measures restrict car access and…
The depoliticisation of social policy through financial inclusion
Purpose The purpose of this paper is to explore two financial inclusion measures adopted within the local welfare context of the city of Milan, Italy, examining their functioning and underpinning representations. The aim is also to understand how such representations take concrete shape in the practices of local actors, and their implications for the opportunities and constraints regarding individuals' effective inclusion. To this end, this paper…
Municipal entrepreneurship support policies
This paper develops a critical understanding of municipal entrepreneurship support policies (MESPs) by investigating the strength of convergence and divergence trends with respect to neoliberal modes of governance in this policy field. To do so, it draws on a comparison between Milan and Barcelona’s MESPs and investigates the ways local policy actors interpret, invalidate or reproduce a neoliberal approach to entrepreneurship policies. Findings f…

The article discusses the normative substratum that lies at the intersection of daily life and changes in the institutional and regulatory structures of welfare policies. In doing so, it shows how financial education turns protection from cr…
Milan's inclusive entrepreneurship policies
Using Milan's entrepreneurship policies as a case-study, this paper explores the diversity that the broad policy category of ‘inclusive entrepreneurship’ may entail in terms of policy instruments and participants’ experiences. To this end, the study considers policymakers, practitioners and young adults receiving local support to establish their own businesses. It does so by drawing on qualitative interviews. It argues that inclusive entrepreneur…
