Structuring for success
Purpose The infrastructure sector significantly influences economic growth and societal development. Procurement organization can therefore shape infrastructure procurement performance over both short and long time horizons. This study aims to examine how four structural variables, centralization (where procurement authority and responsibilities reside), specialization, participation and standardization, shape infrastructure procurement activitie…
Enhancing strategic public procurement
This paper introduces a special issue focused on strategic public procurement from a public management perspective. It articulates the goals, key dimensions, and challenges inherent in strategic public procurement while contextualizing the articles featured in this issue. To advance the field and strengthen the integration of public procurement and public management literature, we propose adopting the Public Service Logic (PSL) framework. PSL pro…
Social equity in federal contracting during emergencies
While the U.S. federal government strives to advance social equity in government contracting through various policies to support small disadvantaged business enterprises (SDBEs), entry barriers persist. Drawing on federal government spending data from the initial response to the COVID‐19 pandemic, this study estimates logistic and multinomial logistic regressions using portfolio management theory to understand what factors can favor SDBE particip…
A new acquisition model for the next disaster
Using primary data collected from interviews with federal and state government officials and secondary data related to PPE distribution and state healthcare statistics, we discovered evidence that the use of the Strategic National Stockpile (SNS) to distribute personal protective equipment to state and local agencies in need during the height of COVID‐19 was indeed poorly designed to cope with the COVID‐19 emergency, leaving many states with shor…
How can procurement create (sustainable) public value under the Bipartisan Infrastructure Deal
The economic response of the US government to the COVID‐19 pandemic envisions massive investment in infrastructure construction. Yet, governments contract out public works and might lack the capacity to meet the increased demand for new construction. Drawing on a mix of survey and interview data, we identify critical deficiencies in contract capacity that might lead to a loss of public resources and further erode trust in the government. We propo…
Organisational choices in public procurement
In the public context, the efficient and effective management of procurement activities has a crucial impact on the achievement of operational and broader government objectives. In particular, the potential contribution of procurement within local governments has been broadly recognized, and organisational procurement choices represent a strategic aspect that must be managed to contribute to these objectives. Through the analysis of data on 371 I…
Evaluating the Effectiveness of Public Procurement Performance Management Systems in Local Governments
Increasing the effectiveness, efficiency, and compliance of public procurement (PP) has become an ongoing concern for governments. Public administrations at different levels are realising that – in order for PP to fulfil its mission – appropriate control and diagnostic systems must be put in place. This study aims to investigate the architecture of PP performance measurement systems (PP-PMSs) in local governments, drawing on four case studies fro…
Productivity Growth and Pecuniary Knowledge Externalities
The article investigates the effects of the agglomeration of technological activities on the growth in regional productivity, applying the notion of pecuniary knowledge externalities. Pecuniary knowledge externalities enable one to appreciate both the gains and losses associated with the regional concentration of knowledge-generating activities. Both are two sides of the same coin. The gains are due to the reduction in the prices of knowledge as …
Institutional Variety, Networking and Knowledge Exchange
P ATRUCCO P. P. (2003) Institutional variety, networking and knowledge exchange: communication and innovation in the case of the Brianza technological district, Reg. Studies 37 , 159-172. Elaborating on the literature on innovation systems and technological districts, this paper suggests that localization is conducive to a multilateral exchange of interdependent and external knowledge bases but requires explicit communication efforts in order to …
