Crisis and Change in Post-Zeitenwende German Security Policy
This article examines the nexus between crisis and change in the context of German security policy after the Russian invasion of Ukraine. Chancellor Olaf Scholz’s announcement of a Zeitenwende (historic turning point) on 27 February 2022, a few days after the Russian attack, suggests a substantial change in German foreign and security policy. Germany’s reorientation has renewed the debate about change and continuity in German foreign and security…
Dislocation: Toward a Framework for the Study of Crises
The paper develops a conceptual framework for the analysis of crises. It rests on the central argument that crises cannot be restricted to exceptional occurrences or temporarily delimited events, but we approach crisis as ontologically constitutive for our everyday lives. The concept of “discursive dislocation” is the cornerstone of this endeavor, as it grasps multiple aspects of sociopolitical instability, including societal deficiencies, fragil…
International/Global Political Sociology
International Political Sociology (IPS) emerged as a subfield of International Relations (IR) in the early 2000s. IPS itself may be understood as constituted by a field of tension between the concepts of “the International,” “the Political,” and “the Social.” Against this background, the centrality of anarchy and sovereignty as the fundamental structuring principles of international politics are increasingly called into question. While IPS remain…
Introduction: The Promise and Paradox of Ethical War
The indelible fact of war is central to the field of International Relations (IR), a field created in response to war. Although the persistence of war has been variously explained as the outcome of
Crisis as dislocation in global politics
The article asks how it is possible to conceptualize the ‘crisis of the social’, and how one can best understand the relationship between crisis and social change in global politics. In doing so, it draws on the notion of dislocation to conceptualize crisis as a lack, deficiency or failure in the social fabric. The theoretical approach builds on the work of the late political theorist Ernesto Laclau and his co-authored work with Chantal Mouffe. T…
A Poststructuralist Discourse Theory of Global Politics

Power, leadership, and hegemony in international politics: The case of East Asia
The article inquires into the conditions of effective leadership of states in international politics, and develops a framework for the study of so-called (new) regional powers such as Brazil, China, India, and South Africa in processes of regional institution-building. Various theoretical strands will be discussed as to the requirements of effective leadership in international affairs. Most importantly, the relationship between power, leadership …

Culture and Collective Action: Japan, Germany and the United States after 11 September 2001
In order to put a lens on the issue of international security cooperation after 11 September 2001, this article examines the question of how collective action in International Relations becomes possible. The author maintains that a fair amount of inter-state collective action can be understood, even explained, by analysing the culture of the international system. Using discourse analysis as a tool, the analysis addresses the underlying ideas, nor…
