  • Understanding the Dynamics of State Responses to Security Threats in the Sahel

Jessica Piombo, Lina Kallel et al.•ARTICLE•African Security•2024

What explains variations in Sahelian states’ responses to jihadist threats? Observing that subnational groups relate differently to the state, we suggest that historically excluded groups are more likely to develop grievances and to support jihadists if they operate in their region. The more violence in these regions, the less likely the state is to mount a forceful response and the more likely it is to delegate it to non-state actors. In making …

  • The war on terror in context: Domestic dimensions of Ethiopia and Kenya’s policies towards Somalia

    Jessica Piombo, Pierre Englebert•ARTICLE•Third World Quarterly•2022•Cited by: 2•References: 30

What explains variations in how African countries respond to security threats? How can we explain situations in which countries face a similar regional threat environment and yet respond very differently? In this article we take advantage of a natural experiment offered by instability in Somalia, which has given rise to terrorist threats to neighbours Ethiopia and Kenya. Analysing Ethiopian and Kenyan responses to instability coming from Somalia …

Jessica Piombo’s edited collection, The US Military in Africa: Enhancing Security and Development, examines the US Department of Defence’s (DoD) shift from traditional to non-traditional role that blends security, governance and development in sub-Saharan Africa. The book shows this shift and examines the nexus in the context of the hegemonic discourse that the world will be a secure place if poor countries and fragile states got the opportunity …

  • Disentangling aid dynamics in statebuilding and peacebuilding: A causal framework

    Naazneen H Barma, Naomi Levy et al.•ARTICLE•International Peacekeeping•2016•Cited by: 5•References: 26

While scholars and practitioners alike argue that the pursuit of sustainable peace in post-conflict developing countries requires international interventions to build state capacity, many debate the precise effects that external assistance has had on building peace in conflict-affected states. This paper seeks to clear conceptual ground by proposing a research agenda that disentangles statebuilding and peacebuilding from each other. Recent schola…

  • US Africa Policy: Rhetoric Versus Reality

    Jessica Piombo•ARTICLE•Current History•2012

Supporting shady regimes for security reasons can overshadow the actions America takes across the continent to aid democracy, human rights, development, and public health

  • Peacemaking in Burundi: Conflict Resolution versus Conflict Management Strategies

    Jessica Piombo•ARTICLE•African Security•2010

Peacemakers are faced with a difficult decision when engaging in negotiations to end conflict: should they adopt a conflict resolution strategy that seeks to address the fundamental drivers of conflict (root causes) or pursue a more limited strategy of conflict termination that seeks to respond to the symptoms of violence? This article investigates this question through a case study of the Burundian civil war of the 1990s. It analyzes externally …

  • Political Parties, Social Demographics and the Decline of Ethnic Mobilization in South Africa, 1994-99

    Open Access•Jessica Piombo•ARTICLE•Party Politics•2005•Cited by: 9•References: 13

Before the advent of democratic rule in South Africa, most people had expected the country to experience an explosion of politicized ethnicity when minority rule was replaced. Yet this has not come to pass, and ethnic political parties have declined in number and influence in post-apartheid South Africa. Instead, between 1994 and 1999 partisan politics developed in a multipolar direction, with some parties embracing racial mobilization and others…

  • Opposition Parties and the Voters in South Africa's General Election of 1999

Robert Mattes, Jessica Piombo•ARTICLE•Democratization•2001•Cited by: 27

Variance in partisan choice among South African voters can be predicted on the basis of what is known about the way voters see economic trends, evaluate government performance, perceive political parties, and rate party leaders. However, in this analysis it is demonstrated that factors related to racial divisions shape and filter how voters perceive political performance, and to some extent lead different voters to emphasize different performance…
