Learning Strategies of Highly Educated Refugees in the Netherlands
In an analysis of 25 semi‐structured interviews with highly educated asylum seekers and refugees in The Netherlands, we have traced their learning strategies, the stability of their educational and professional career patterns between home and host country, the calculative nature of the choices made in this context and the influence of family ties. In the analysis, we explored the fit of two competitive theoretical perspectives: Pierre Bourdieu’s…
Communicating policy in late modern society
English This article focuses on the implications of interactive policy making for the construction of communicative practices and for the communication professionals involved. In a global society characterised by cross-border networks and mobility, it is not likely that interactive policy making will be able to procure the long-term, localised investments and engagement of all the relevant stakeholders that it aims for. This is all the more so, s…
Adult Education between Cultural Assimilation and Structural Integration. Settlement programmes for 'newcomers' in The Netherlands
In The Netherlands, since 1996, 'newcomers', like migrants, refugees and asylum seekers, are obliged to take part in an educational settlement programme which should enable them to gain access to (professional) education and to the labour market. This paper deals with the settlement efforts that are required from adult education on the one hand and newcomers on the other hand, and with the current results and further prospects. We elaborate the c…
Public Information and Field Theory
Public information, dispensed by government and other social groups, has become an increasingly vital aspect of politics. In this article, we examine the prevailing views of public information that depict it either as an enlightenment process for citizens or as a government strategy to persuade the public that government policies are sound and deserve support. Because we find these views flawed in major ways, we develop and explain a different th…
Employment Equity Policies in Canada and the Netherlands
English Time and again employment statistics document the marginal position of (ethnic) minority groups within the labour force in Western multicultural nation states. There seems to be a broad, if differently motivated, consensus among politicians, employers and pressure groups that this situation cannot be prolonged with impunity. However, where it comes down to indicating the underlying causes and defining adequate solutions and policies, shar…
The Filmic Construction of Tolerance
As in other West European countries, both ethnic minorities and immigration have become permanent features of Dutch society. Although there are differences between nationalities, it can be said that, on the whole, these minorities are socially and economically disadvantaged (Schumacher, 1987: 124, 173). In dealing with the problems involved, much use is made of educational films. These films are employed to inform ethnic minorities about rules an…
