Turning rejection into adoption
Public organizations increasingly apply design approaches from the creative disciplines. Generally, they do this in isolation from their daily activities. Consequently, the resulting design proposals are rarely adopted. Using Fuzzy-set Qualitative Comparative Analysis on 14 cases, we investigated whether team boundary spanning activities – i.e. representation, coordination of task performance, general information search - enhance adoption. Adopti…
Citizens’ motivations to coproduce
This article applies Q methodology to examine citizens’ motivations to engage in Chinese city governance, more specifically to participate in the City Governance Committee in Nanjing. We identify three orientations underlying citizens’ motivations to engage in coproduction: the optimistic believer, the active expresser, and the commissioned influencer. Our data show that expressive values, self-efficacy, and normative values are important reasons…
Policy coordination and integration in local government
The topic of policy integration has become an important component of several distinct lines of policy research. However, the concept of policy integration is notoriously difficult to specify and observe. This article provides valuable insights that explore the subjectivity of responses by political and administrative officials at the local level charged with policy integration. In response to its central question: ‘How do local politicians and ci…
A Framework for Governance Capacity
In the network society, the capacity to deal with societal issues is spread among interacting actors in governance networks. Knowledge about this capacity, often called “governance capacity,” is still fragmented and quite incoherent. The aim of this study is therefore to gain an integrated understanding of governance capacity. To do this, we conducted a literature review and organized focus groups. This resulted in the selection of five elements …
A qualitative comparative analysis of collaborative governance structures as applied in urban gardens
Many public issues require collaboration between governments, private actors, NGOs, civic organizations, and individual organizations. Initiating such a collaboration is challenging, but sustaining such a partnership can be even more difficult. This paper aims to explore what types of collaborative governance structures (CGSs) are found in urban gardens that have continued to exist over the years and that have been discontinued. In order to do th…
Community-based initiatives in the urban realm what conditions their performance
A city is a place where many initiatives, people, and social and urban challenges meet. This article brings together the cumulative knowledge of eight researchers who have been studying community-based initiatives (CBIs) via case studies in various countries. In some countries, citizens were not satisfied with government-provided services, or services were lacking. Governments in other countries faced budget cuts to their public services, which l…
Images of Coordination
A crucial challenge for the coordination of horizontal policy programs—those designed to tackle crosscutting issues—is how to motivate government organizations to contribute to such programs. Hence, it is crucial to study how practitioners in implementing organizations view and appreciate the coordination of such programs. Assisted by Q‐methodology, this inductive study reveals three significantly different “images”: central frame setting, networ…
Coordination in Europe
In this chapter, one of the oldest challenges faced by governments is explored. Beginning with an examination of why coordination has remained such a dominant theme in public administration and management, the chapter surveys classical and more recent scholarship on the topic, and unpacks its multiple and increasingly diverse meanings and conceptualizations. As part of this study, coordination is considered in relation to process, management prac…
Exploring the durability of community enterprises
Despite the growing attention given to community‐based initiatives in the delivery of public services, little is known about their durability. This article focuses on Dutch community enterprises (CEs) as an emerging form of community‐based initiatives in urban regeneration. Due to their self‐organizing and (largely) voluntary character, CEs face considerable governance challenges to sustain activities over time. Based on the literature, we examin…
Qualitative Comparative Analysis as an Evaluation Tool
Qualitative comparative analysis (QCA) is gaining ground in evaluation circles, but the number of applications is still limited. In this article, we consider the challenges that can emerge during a QCA evaluation by drawing on our experience of conducting one in the field of development cooperation. For each stage of the evaluation process, we systematically discuss the challenges we encountered and suggest solutions on how these can be addressed…
