Gone but not forgotten (yet)
Territorial cooperation has a long history in the UK. Numerous stakeholders in the UK have a long-standing and active engagement in the EU’s Territorial Cooperation Programmes (also known as ETC and Interreg). Launched in 1990, Interreg is the EU’s framework for territorial cooperation, enabling joint actions and policy exchanges between national, regional and local actors from different Member States. Cohesion Policy and the Evolution of Regional Policy in Central and Eastern Europe
The paper considers the extent to which domestic regional policy in the Central East European EU member states has been ‘subsumed’ into cohesion policy approaches. It acknowledges that directions of domestic regional policy change vary with processes of EU policy transfer, adaptation, emulation or resistance. This variation occurs across time and across member states. Crucially, the paper argues that interaction between cohesion policy and nation…
EU Cohesion Policy and the Role of the Regions
This paper undertakes a critical assessment of the influence of the EU Cohesion policy on regionalisation and the role of regional institutions in Central and Eastern Europe. It addresses questions that are central to ongoing theoretical debates about the role of the region in the new member states. Have the powers and resources of the regions been strengthened by their involvement in EU support programmes? Are regions increasingly involved in in…
Czech regional development agencies in a shifting institutional landscape
In recent years regional development disparities in the Czech Republic have been increasing, regional policy and regionalisation have moved up the national political agenda, and considerable regional development resources have become available through EU Structural Funds. The Czech Republic now has more than 18 institutions that describe themselves as Regional Development Agencies (RDAs), with a wide range of policy and practical experience and, …
Interpreting the course of privatisation in the Czech Republic
English This article focuses on the path-dependency approach and explores whether it could be used to account for the distinctive course of Czech privatisation. The approach offers a constructive understanding of the processes. However, shortcomings in existing applications of the approach are highlighted. The conclusion is reached that interactions of resources, constraints and strategic actors resulted in a distinct course of privatisation. How…
Implementing structural funds in polish and Czech regions
The varying impact of preparing to implement EU regional funds on regional administrations in countries due to join the EU in May 2004 is an under-researched topic. Broad systemic convergence can be seen, as countries respond to common EU pressures for reform. However, existing territorial structures of the state and traditions of regionalism inform regional institutional responses to the challenge of preparing to implement Structural Funds. Comp…
